Encourage new energy storage to participate in the electricity market as an independent energy storage entity. Expand the diverse applications of user-side energy storage.For users with high requirements for power supply reliability and power quality, such as data centers, intelligent computing centers, communication base stations, industrial parks, commercial enterprises, and highway service areas, promote the configuration of new energy storage. Support qualified industrial enterprises and parks to build industrial green microgrids, actively promote the application of new energy storage technology products in the industrial field. Encourage reasonable configuration of new energy storage for urban heating. Relying on the construction of comprehensive charging and swapping stations for "solar storage charging and swapping inspection," play the supporting role of new energy storage in new models such as vehicle-grid interaction. Promote the integration of "photovoltaic + energy storage" systems in public infrastructure such as urban lighting, traffic signals, agriculture and rural areas, public broadcasting, and "smart bike sheds," and encourage the construction of micro off-grid energy storage systems. Develop personalized and customized household energy storage products.
Focus on technological innovation and promote the development of diverse technologies: The "Plan" emphasizes accelerating the diversification of new energy storage core technologies to meet the needs of medium-short and long-term energy storage across multiple time scales and application scenarios. On the one hand, accelerate the iteration and upgrading of mature technologies such as lithium batteries and supercapacitors, and support disruptive technological innovations. For example, in the field of lithium batteries, accelerate the research and development of advanced active material technologies with long life and high capacity, efficient lithium replenishment technologies, and develop high value-added auxiliary material products, focusing on the layout of advanced energy storage lithium battery products such as large-capacity high-safety storage batteries, high-power high-efficiency batteries, solid-state batteries for energy storage, and all-climate long-life batteries, enhancing the supply capacity of high-end products.
On the other hand, promote the engineering and application technology breakthroughs of supercapacitors, lead-carbon batteries, sodium batteries, and flow batteries, and carry out key material technology breakthroughs for flow battery stacks, bipolar plates, electrolytes, and ion exchange membranes, enhancing the energy efficiency, system reliability, and economic viability of flow batteries throughout their life cycle. In addition, develop long-duration energy storage technologies such as compressed air to enhance technological economic viability and system energy conversion efficiency; moderately advance the layout of hydrogen storage and other ultra-long-duration energy storage technologies, encourage the development of various types of hybrid energy storage technologies based on application needs, and support basic research on forward-looking technologies such as new system batteries and thermal storage.

Germany cancels negative electricity price subsidies
Recently, the German parliament passed an amendment to the Renewable Energy Act (EEG), officially announcing the cancellation of negative electricity price subsidies! This amendment will take effect from March 1, 2025, and energy storage may welcome favorable conditions.
1. Cancel the photovoltaic grid connection subsidy during negative electricity price periods:
During negative electricity price periods, photovoltaic system operators will not be able to receive subsidies for feeding electricity into the grid. This measure aims to alleviate the financial pressure on the federal renewable energy EEG account and promote more efficient management of grid supply and consumption.
2. Extension of subsidy period:
Although subsidies during negative electricity price periods are canceled, the subsidy period will be extended accordingly to ensure that operators do not have concerns about profitability due to losses during negative electricity price periods.
3. Limitations on photovoltaic system generation:
The generation of newly installed photovoltaic systems (with a power greater than 7kW) will be limited to a maximum of 60% of the system's maximum power.
These systems need to be equipped with intelligent metering systems (iMSys) for power management and optimization.
If there is no energy storage device, the grid connection power of these systems will be limited.
4. Compensation mechanism:
Voluntary participating system operators can receive a compensation of 0.6 euro cents per kilowatt-hour to mitigate the impact of policy adjustments.
5. Encouragement of energy storage systems:
Photovoltaic systems equipped with energy storage systems are not affected by grid connection power limitations and can flexibly adjust their generation.
