Energy Storage Insights: Tracking Industry Hotspots!
On September 30, the National Development and Reform Commission and the National Energy Administration jointly issued a notice announcing the release of the "Measures for the Management of Energy Planning." A responsible official from the National Energy Administration answered questions from reporters, while the Electric Power Planning & Engineering Institute provided an interpretation. The National Comprehensive Energy Plan, national energy plans covering specific sectors, and regional energy plans are all systematically formulated and compiled under the coordination of the National Development and Reform Commission and the National Energy Administration. These planning catalogs must adhere to the principle of streamlining, ensuring they avoid issues such as excessive quantity or overlapping content. In principle, no plans outside the approved catalog list may be developed. Additionally, plans related to routine tasks or those with implementation periods shorter than three years are generally not required to be formally planned.

Energy Storage Insights: Tracking Industry Hotspots!
The action plan outlines that by 2027, the nationwide installed capacity of new energy storage systems will reach over 180 million kilowatts, driving direct project investments of approximately 250 billion yuan. Currently, lithium-ion battery-based energy storage remains the dominant technology pathway, though a wider range of technological approaches and application scenarios will continue to expand. The plan also calls for piloting several demonstration projects and developing a number of exemplary application cases. New energy storage systems are encouraged to fully participate in the electricity market. Specifically, "new energy + energy storage" facilities will be promoted as unified bidding entities, enabling them to integrate seamlessly into electricity market transactions. Additionally, orderly initiatives will be launched to facilitate the participation of advanced energy storage technologies in medium- and long-term market mechanisms.

Energy Storage News: Industry Hot Topics Tracking!
On the morning of August 1, the National Development and Reform Commission (NDRC) held a press conference to interpret the current economic situation and economic work. Jiang Yi, director of the Policy Research Office of the NDRC, said that in the face of rapidly rising electricity demand, efforts should be made to strengthen the use of pumped storage and new energy storage, and to promote the synergy of various power sources such as "hydropower, thermal power, wind power, solar power, and energy storage". Next, the NDRC will enhance peak capacity, continuously strengthen the operation and management of various conventional power sources, and coordinate the supporting role of new energy power generation and the bottom-line guarantee role of thermal power. Active efforts will be made to carry out cross-provincial and cross-regional power dispatch through long-term and medium-term power contracts, spot markets, and emergency dispatch. Demand-side management will be optimized, adhering to the principles of prioritizing demand response, assisting energy conservation and electricity saving, and ensuring orderly electricity supply. A comprehensive approach will be used, including time-of-use electricity pricing, demand response subsidies, and AI dispatch of virtual power plants, to ensure the safe and stable operation of the power grid and the orderly supply of electricity.

Energy Storage News: Industry Hot Topics Tracking!
On July 9, the National Development and Reform Commission and the National Energy Administration issued the "Notice on the Renewable Energy Power Consumption Responsibility Weighting and Relevant Matters in 2025", issuing the renewable energy power consumption responsibility weighting and the proportion of green electricity consumption in key energy-consuming industries for 2025 and 2026. The document points out that the proportion of green electricity consumption will be increased for the steel, cement, polysilicon industries, and newly built national hub node data centers, in addition to the electrolytic aluminum industry. In terms of industries, for 2025, the required green electricity usage ratio for the steel, cement, and polysilicon industries is 25.2%~70%, while that for data centers is 80%. In terms of completion calculation, the renewable energy power consumption responsibility weighting for 2025 should be completed in the same year and will not be transferred to 2026. The completion calculation of the green electricity consumption ratio in key energy-consuming industries is mainly based on green certificates. In 2025, each province (autonomous region and municipality directly under the Central Government) will assess the completion of the green electricity consumption ratio in the electrolytic aluminum industry, while only monitoring, not assessing, the completion of the green electricity consumption ratio in the steel, cement, polysilicon, and newly built national hub node data centers. In terms of regions, the highest non-hydropower consumption responsibility weighting for 2025 and 2026 is 30%. Among them, the provinces requiring 30% in 2025 include Inner Mongolia, Jilin, Heilongjiang, Henan, Gansu, Qinghai, and Ningxia. In 2026, Beijing, Tianjin, and Yunnan were added on the basis of 2025.
