Energy Storage News: Tracking Industry Hotspots!

On July 1, 2026, the National Energy Administration released the “China Power Supply Development Report (2026),” which noted that local authorities are actively exploring innovative ways for new market participants—such as virtual power plants and advanced energy storage systems—to engage in the electricity market, leveraging market mechanisms to develop stable business models for emerging sectors. By the end of 2025, the country had 470 virtual power plant projects, an increase of nearly 200 compared with the previous year; tested maximum regulation capacity reached 16.85 million kilowatts, up approximately 70% year on year. Meanwhile, the installed capacity of newly commissioned advanced energy storage facilities totaled 136 million kilowatts/351 million kilowatt-hours, more than 40 times the level at the end of the 13th Five-Year Plan period. Electricity pricing reforms continue to deepen. At the transmission and distribution level, a comprehensive tariff framework has been established nationwide, covering provincial grid transmission and distribution tariffs, regional grid transmission prices, transmission tariffs for inter‑provincial and inter‑regional special projects, as well as distribution tariffs for local grids and incremental distribution networks, thereby laying the groundwork for electricity market trading. At the retail level, catalog tariffs for industrial and commercial users have been completely abolished, with all such consumers now participating in the electricity market; a unified national electricity market has been preliminarily put in place. Power supply companies provide proxy purchasing services to industrial and commercial users who do not directly participate in the market, with annual proxy procurement reaching 1.69 trillion kilowatt-hours. As of the end of 2025, the total number of electricity users nationwide stood at 783.67 million, including 777.31 million low‑voltage customers and 6.36 million high‑voltage customers.

On May 26, the Comprehensive Department of the National Energy Administration issued the “Notice on the Release of the List of High-Value ‘AI Plus’ Energy Scenarios and the Organization of Pilot Project Applications,” designating 51 scenarios—including “Intelligent Optimization for Full-Lifecycle Safety Diagnosis and Control of Energy Storage”—as the first batch of high-value “AI Plus” energy applications. The list also encompasses such scenarios as intelligent coordinated operation of virtual power plants across multiple temporal and spatial scales, smart coordinated scheduling and operation of green‑power direct‑to‑compute integration, and high‑accuracy power forecasting applicable to diverse new‑energy settings.

Recently, Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, conducted field inspections in Beijing, Hebei, and Inner Mongolia to assess the development of the computing power network. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping and, in accordance with the strategic plan outlined in the 15th Five-Year Plan, strengthen top-level design and scientific planning, advance the construction of a nationally integrated computing power network, and promote its intensive and efficient utilization, thereby empowering high-quality economic and social development. He stated that computing power is a key indicator of a country’s overall national strength, and that it must be planned and built in a coordinated and orderly manner, with a strong focus on matching supply and demand and coordinating computing and energy resources, so as to accelerate the establishment of a unified national network.

On April 28, the Customs Tariff Commission of the State Council issued an announcement on the implementation of zero-tariff measures for African countries that have diplomatic relations with China. The announcement specifies that, from May 1, 2026, to April 30, 2028, zero tariffs will be applied to 20 African countries that have diplomatic ties with China and are not classified as least developed countries. According to the annex, battery materials such as spodumene, natural graphite, lithium hydroxide, lithium carbonates, lithium nickel cobalt manganese oxide, lithium hexafluorophosphate, and battery separators, as well as all-vanadium redox flow batteries and their required vanadium pentoxide raw materials, along with photovoltaic and wind power generation equipment, inverters, transformers, and other related products, are all included in the duty-free list.

On April 22, the CPC Central Committee and the State Council issued the “Opinions on Doing a Better Job in Energy Conservation and Carbon Reduction at a Higher Level and with Higher Quality,” which explicitly states: reasonably control the scale of coal-fired power capacity and generation output; vigorously develop non-fossil energy sources and new forms of energy storage; accelerate the construction of a new-type power system; scientifically plan pumped-storage hydropower projects; innovatively develop business models such as direct green-power supply and smart microgrids; promote the consumption of green electricity; and ensure that newly added clean-energy generation gradually meets the entire society’s incremental electricity demand. At the same time, efforts should be made to improve energy-production efficiency by promoting the adoption of advanced technologies and equipment for the efficient extraction of fossil fuels, strengthening energy-saving and carbon-reduction upgrades as well as flexibility upgrades for coal-fired power plants, rationally determining the dispatch sequence and peak-shaving depth for coal-fired units, continuously enhancing the efficiency of wind and solar power generation and the energy-conversion efficiency of energy-storage systems, and steadily reducing the overall transmission and distribution losses of the power grid.

On March 24, 2026, the National Energy Administration issued the “Guidance on the Approval of Standards Projects for the Energy Sector in 2026.” Annex 1, the List of Priority Areas for the Approval of Standards Projects in the Energy Sector in 2026, identifies six specialized areas: power system safety and stability, demand-side management, electricity markets and power supply services, new energy storage technologies, and hydrogen energy. The new energy storage category encompasses electrochemical energy storage, compressed air energy storage, flywheel energy storage, energy storage equipment, and intelligent operation of new energy storage systems. The power system safety and stability category includes power system planning and design, operational control, fault prevention, grid–source coordination, safe production, risk management, safety assessment, as well as power system regulation capabilities, grid-forming technologies, and power reliability management.

The document proposes establishing a capacity market that provides reliable support for the development of regulating power sources, further refining the capacity pricing mechanisms for regulating resources such as coal-fired power, pumped storage hydro, and new energy storage technologies, and studying the provision of compensation for system’s reliable capacity based on unified standards. Regions meeting the conditions are encouraged to explore forming capacity prices through competitive bidding, thereby ensuring long-term sufficient system reliability through market-based approaches.
