At the press conference, a senior official addressing concerns about "negative electricity prices" noted that brief instances of negative pricing can be viewed as a "traffic light" for the electricity market, encouraging power plants to adjust operations more deeply, prompting consumers to shift their usage to off-peak hours, and guiding investments in various new players such as energy storage systems. Additionally, when discussing this year’s investment trends in the energy sector, the National Energy Administration highlighted that nuclear power, power grids, advanced energy storage technologies, and coal-fired power generation have become key drivers boosting growth in major energy projects. A number of independent energy storage projects in Northwest China, Southern China, and North China are accelerating construction. In the first eight months of this year, Xinjiang, Guangdong, Yunnan, Shandong, and Inner Mongolia all reported year-on-year investment growth rates exceeding 100% for their respective new energy storage flagship projects.

A responsible official from the National Energy Administration answered questions from reporters, while the Electric Power Planning & Engineering Institute provided an interpretation. The National Comprehensive Energy Plan, national energy plans covering specific sectors, and regional energy plans are all systematically formulated and compiled under the coordination of the National Development and Reform Commission and the National Energy Administration. These planning catalogs must adhere to the principle of streamlining, ensuring they avoid issues such as excessive quantity or overlapping content. In principle, no plans outside the approved catalog list may be developed. Additionally, plans related to routine tasks or those with implementation periods shorter than three years are generally not required to be formally planned.

Energy Storage News: Industry Hotspot Tracking!
On August 19, the National Energy Administration issued the "Notice from the Comprehensive Department of the National Energy Administration on the Publication of the Fifth Batch of Major First Sets of Technical Equipment in the Energy Sector." The notice mentioned that a total of 82 technical equipment items were included in the fifth batch of major first sets of technical equipment in the energy sector. Among them, 10 projects in the energy storage field were selected, including a 6MWh prefabricated cabin energy storage system, a high-voltage direct-hanging networked energy storage system, intelligent distributed energy storage complete equipment for distribution network collaborative control, intelligent early warning devices for the operating status of large-scale energy storage power stations, and dynamic reconfigurable battery energy storage systems. These involve technology types such as lithium-ion batteries, compressed air energy storage, sodium-ion batteries, vanadium redox flow batteries, zinc-bromine flow batteries, and semi-solid lithium-ion batteries.

On the morning of August 1, the National Development and Reform Commission (NDRC) held a press conference to interpret the current economic situation and economic work. Jiang Yi, director of the Policy Research Office of the NDRC, said that in the face of rapidly rising electricity demand, efforts should be made to strengthen the use of pumped storage and new energy storage, and to promote the synergy of various power sources such as "hydropower, thermal power, wind power, solar power, and energy storage". Next, the NDRC will enhance peak capacity, continuously strengthen the operation and management of various conventional power sources, and coordinate the supporting role of new energy power generation and the bottom-line guarantee role of thermal power. Active efforts will be made to carry out cross-provincial and cross-regional power dispatch through long-term and medium-term power contracts, spot markets, and emergency dispatch. Demand-side management will be optimized, adhering to the principles of prioritizing demand response, assisting energy conservation and electricity saving, and ensuring orderly electricity supply.
