01  The National Energy Administration issued the "Guiding Opinions on Further Strengthening the Power Emergency System and Capacity Building" (May 20).
The "Guiding Opinions on Further Strengthening the Power Emergency System and Capacity Building" recently issued by the National Energy Administration clarifies the acceleration of the construction of national-level power emergency forces. The National Energy Administration has refined and clarified the construction nodes, capacity standards, and supporting elements of national-level power emergency bases and research centers, promoting the establishment of 7 national-level power emergency bases and 2 research centers to form practical capabilities and continuously improving the ability of cross-regional and cross-enterprise collaborative operations in response to major and serious emergencies.
To further enhance the power emergency repair and restoration capabilities, the Opinions propose improving the self-protection capabilities of important users. The National Energy Administration has introduced measures for the identification of important power users and the supervision and management of their self-provided emergency power sources. All levels of power management departments will strengthen the unified identification and management of important power users, urge important power users to configure, use, and maintain self-provided emergency power sources in accordance with regulations, strengthen inspection and guidance on the configuration of self-provided emergency power sources for important power users, and strive to improve the ability of important power users to respond to power-related emergencies.
In addition, improve the level of power emergency material reserves. Power companies should strengthen the reserves of power emergency equipment and important equipment spare parts, and optimize the variety, scale, structure, and layout of power emergency-specific materials. Further standardize the maintenance and management of emergency materials and equipment, and improve the informatization and intelligence level of full-process supervision, unified allocation, and dynamic traceability of power emergency materials. Establish and improve a flexible and mobile reserve operation mechanism and update it in a timely manner.

01  Anhui Provincial Energy Bureau issued the "Notice on the Implementation of the (Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation)" (Draft for Comments) (May 20).
On May 20, the Anhui Provincial Energy Bureau issued a letter soliciting opinions on the "Notice on the Implementation of the (Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation)" (Draft for Comments).
It points out: Effectively manage distributed photovoltaic power generation projects for natural persons, non-natural persons, general industrial and commercial enterprises, and large industrial and commercial enterprises, and actively promote the on-site development and utilization of distributed photovoltaic power generation. The "Notice of the Anhui Provincial Energy Bureau on Doing a Good Job in the Construction Scale Management of Ground Photovoltaic Power Stations Below 6 MW in 2024" (Anhui Energy New Energy Letter [2024] No. 94) clearly states that ground photovoltaic power stations below 6 MW included in construction scale management are managed as centralized photovoltaic projects.
Given the significant differences in the load characteristics of various industrial and commercial enterprises, our province does not currently require a proportion of annual self-generation and self-use electricity for industrial and commercial distributed photovoltaics, and encourages the improvement of the self-generation and self-use ratio through methods such as energy storage synergy and flexible load scheduling. Large-scale industrial and commercial distributed photovoltaics should, in principle, adopt the all-self-generation and self-use mode, but can also adopt the self-generation and self-use surplus power grid-connected mode to participate in the province's electricity spot market. When the user load changes significantly, an application can be submitted to the Provincial Energy Bureau to adjust to a centralized power station.
Regarding the "four available" function transformation, new projects should pass the relevant function tests before grid connection acceptance, and existing projects should be upgraded by grid companies and project units based on the investment and construction efforts at the point of ownership division. In principle, the transformation should be completed before December 31, 2025.
Regarding filing, the Municipal Development and Reform Commissions should strengthen guidance on local filing work, and shall not suspend or delay project filing on the grounds of coordinated development, market rectification, or capacity restrictions. If the construction of distributed photovoltaic projects is temporarily inappropriate due to reasons such as demolition and relocation planning and rural landscape protection, it should be publicly announced to the public in accordance with the law, and the filing entity and grid company should be informed when handling the filing. After the project starts, the filing entity should promptly report the project's commencement, construction progress, completion time, and operation and maintenance entity through the Anhui Provincial Investment Project Online Approval and Supervision Platform. Before the project is put into production, it shall not be transferred to other investors without authorization. The filing work should be completed within one month after the project is completed and connected to the grid.
Regarding the load, it encourages distributed photovoltaic power generation projects to improve on-site consumption capacity through integrated photovoltaics, energy storage, and charging, and synergistic interaction between source, network, load, and energy storage. Projects with all self-generation and self-use distributed photovoltaic power generation based on new loads are not subject to the limit of the accessible capacity.

0 Wenling Municipal People's Government of Zhejiang Province issued the "Notice on Strengthening the Management of New Energy Storage Power Stations in Wenling City" (May 20).

On May 20, the Wenling Municipal People's Government of Zhejiang Province issued the "Notice on Strengthening the Management of New Energy Storage Power Stations in Wenling City." The document stipulates that the construction unit of new energy storage projects should apply for fire protection acceptance or备案抽查 to the Municipal Housing and Urban-Rural Construction Bureau after the completion acceptance is qualified.
For special projects, after receiving the application for fire protection acceptance, the local construction department will organize or entrust a third-party technical institution to conduct on-site evaluation of the construction project and issue a "Construction Project Fire Protection Acceptance Opinion" in accordance with relevant national regulations.
Grid-side new energy storage projects are generally located in load centers, areas with weak grid regulation capabilities, and areas where new energy consumption is limited. Projects with a power of no less than 50 MW and a capacity of no less than 100 MWh are encouraged.
Power-side new energy storage is planned by the investor based on the scale of new energy storage in each region and the needs of other power generation projects planned and constructed by the enterprise.
User-side new energy storage is planned by the investor based on their own needs.

03  Shanghai Municipal Development and Reform Commission issued the "Management Measures for Reward Funds for New Power System Regulation Capacity in Shanghai" (May 16).

On May 16, the website of the Shanghai Municipal Development and Reform Commission issued a notice on the "Management Measures for Reward Funds for New Power System Regulation Capacity in Shanghai," indicating that financial subsidies will be provided for the regulation capacity constructed and operated within Shanghai and serving the development of the new power system.
Three types of projects—virtual power plant resource aggregation platforms, electric vehicle charging and discharging (V2G) regulation capacity, and new energy storage—can apply for rewards (required to be connected to the grid from January 1, 2024 to December 31, 2028). The reward applicant should be a virtual power plant operator or a new energy storage enterprise.
Reward standards for projects connected to the grid before September 1, 2025
1. Reward standard for virtual power plant resource aggregation platform: A reward of 50 yuan/kW·year is given based on the regulation capacity, with a maximum of 1.5 million yuan per platform per year. Projects that meet the policy requirements can receive rewards for three consecutive years.
2. The reward standard for V2G regulation capacity is shown in the table below. Projects that meet the policy requirements can receive rewards for three consecutive years. Among them, the smart charging pile reward only applies to projects that replace personal non-smart charging piles with smart charging piles before the end of 2024.
3. New energy storage degree-electricity reward. Rewards are given based on the actual discharge amount. User-side energy storage with technological advancement, industrial driving force, and land-saving features: CNY 0.2/kWh. Independent energy storage power stations with technological advancement and industrial driving force: CNY 0.35/kWh. Independent energy storage power stations with technological advancement, industrial driving force, and land-saving features: An additional reward of CNY 0.2/kWh for the "in-building" portion of the energy storage battery. Projects that meet policy requirements can receive rewards for three consecutive years based on the first year's application standard, with a reward of 600 kWh per kWh of energy storage capacity per year.
High proportion of advanced technology rewards. A one-time reward of 40% of the investment in advanced technology equipment exceeding the investment in conventional lithium batteries, with a maximum of CNY 50 million for a single project.
Subsequent grid-connected project reward standards
The reward standards from 2026 to 2028 will be reduced year by year based on the above standards: Virtual power plant resource aggregation platforms and V2G adjustment capacity projects will decrease by 5% annually; new energy storage projects will decrease by 10% annually. The 2026 reward standard applies to grid-connected projects from September 1, 2025 (inclusive) to June 30, 2026 (inclusive); the 2027 reward standard applies to grid-connected projects from July 1, 2026 (inclusive) to June 30, 2027 (inclusive); the 2028 reward standard applies to grid-connected projects from July 1, 2027 (inclusive) to December 31, 2028 (inclusive).
Conditions that enterprises applying for rewards need to meet
Must meet the basic conditions of good credit status, with no record of serious dishonesty information in the energy and environmental protection fields within three years on the city's public credit information service platform, and not listed as a dishonest executor or party to a major tax violation case.
Specific requirements for the technological advancement of new energy storage projects
Energy storage projects should adopt advanced technologies with high safety and reliability. For those enjoying the 2025 reward standard, the scale of advanced technology capacity should account for no less than 15% of the total project capacity; for those enjoying the reward standards of subsequent years, the requirement for the proportion of advanced technology capacity to the total project capacity will increase by 10% annually. For those enjoying the 2025 high-proportion advanced technology reward standard, the scale of advanced technology capacity should account for no less than 75% of the total project capacity; for those enjoying the reward standards of subsequent years, the requirement for the proportion of advanced technology capacity to the total project capacity will increase by 5% annually.

04 Guizhou Development and Reform Commission issued the "Notice of the Provincial Development and Reform Commission on Optimizing and Improving Peak-Valley Time-of-Use Electricity Prices (Draft for Comments)" (May 16)

On May 16, the Guizhou Development and Reform Commission issued the "Notice of the Provincial Development and Reform Commission on Optimizing and Improving Peak-Valley Time-of-Use Electricity Prices (Draft for Comments)". Under the new adjustment, the midday period from 13:00 to 14:00 outside the winter season will be changed to off-peak electricity prices, while the flat-rate electricity prices, which previously included transmission and distribution prices, will now exclude transmission and distribution prices from the fluctuation range, meaning that the peak-valley electricity price difference will be reduced.
It clearly specifies that the scope of implementation includes: industrial and commercial users with two-part tariffs, centralized charging and swapping, and independent energy storage power station charging.
For industrial and commercial users, the flat-rate electricity price participating in the fluctuation is the on-grid electricity price (transaction electricity price or agency electricity purchase price), and the transmission and distribution price, system operation fee, government funds and surcharges, and on-grid line loss fee do not participate in the fluctuation.

0 Tianjin Municipal Commission of Industry and Information Technology, etc., issued the "Implementation Rules for Demand-Side Management of Electricity in Tianjin" (May 15)

On May 15, the Tianjin Municipal Commission of Industry and Information Technology, etc., issued the "Implementation Rules for Demand-Side Management of Electricity in Tianjin". The document proposes that electricity users in industries such as industry, communications, finance, and the internet, which have high requirements for power supply reliability and power quality, should reasonably configure new energy storage equipment according to system operation needs, release energy storage electricity during peak electricity consumption periods, and thereby reduce the pressure on peak-shaving and frequency regulation of the large power grid.
Encourage enterprises, parks, and electricity demand-side management service agencies and other market entities to actively promote the construction of rooftop photovoltaic power generation and the integrated application of photovoltaic buildings, improve the proportion of renewable energy consumption, and accelerate the demonstration application of new energy storage in multiple scenarios. Encourage electricity users to purchase renewable energy electricity to promote the flexible consumption of renewable energy.
The Municipal Bureau of Industry and Information Technology and district power management departments should promote the transformation of power grid operation methods to source-grid-load-storage interaction and multi-level and multi-zone coordinated control, encourage various market entities to participate in green electricity trading or purchase green certificates and use green electricity; encourage industrial enterprises and industrial parks to carry out the construction of green and low-carbon microgrids and integrated source-grid-load-storage systems.
Support industrial electricity users, large commercial complexes, hotels, public buildings and other groups of electricity users to actively participate in the construction of virtual power plants. Promote virtual power plant operators to participate in demand response and ancillary service electricity market transactions.

06 Ningxia Market Supervision Administration issued 5 draft local standards including "Technical Specifications for Grid-Connected Electrochemical Energy Storage Systems Accessing Power Systems", "Technical Specifications for Parameter Setting of Grid-Connected Energy Storage", "Technical Specifications for Grid-Connected Energy Storage System Grid Access Testing", "Technical Specifications for Virtual Power Plant Grid-Connected Operation", and "Technical Specifications for Monitoring Wind and Light Resources at New Energy Power Stations" (May 14)

On May 14, the Ningxia Hui Autonomous Region Market Supervision Administration issued a notice on soliciting opinions and suggestions on 5 draft local standards, including the "Technical Specifications for Grid-Connected Electrochemical Energy Storage Systems Accessing Power Systems (Draft for Comments)", publicly soliciting opinions from the public. The "Technical Specifications for Grid-Connected Electrochemical Energy Storage Systems Accessing Power Systems" specifies the technical specifications for grid-connected electrochemical energy storage systems accessing power systems. It applies to newly built, rebuilt, and expanded grid-connected electrochemical energy storage systems accessing the AC public grid at a voltage level of 10 (6) kV and above. Other grid-connected electrochemical energy storage systems with different access methods can refer to these specifications.
The "Technical Specifications for Grid-Connected Energy Storage System Grid Access Testing" specifies the testing conditions, testing equipment, testing items, testing methods, and testing reports for grid-connected energy storage systems accessing the power grid. It applies to grid-connected electrochemical energy storage systems with a rated power of 100 kW and above and an energy storage time of no less than 15 minutes. Grid-connected energy storage systems with other power levels and energy storage times can refer to these specifications.
The "Technical Specifications for Virtual Power Plant Grid-Connected Operation" specifies the functional requirements, performance requirements, data access requirements, network security requirements, terminal requirements, and information interaction requirements for virtual power plants. It applies to virtual power plants constructed and operated by units under the State Grid Ningxia Electric Power Company or self-built and uniformly accessed to the autonomous region's virtual power plant management platform by social operators.
Grid-connected electrochemical energy storage systems should meet the requirements of the grid connection design specifications for electrochemical energy storage power plants. They should be able to participate in peak regulation, frequency regulation, and voltage regulation of the power system, and possess functions such as active power response and control, inertia response and primary frequency regulation, damping control, voltage regulation and reactive power control, black start, on/off grid switching, grid-forming mode and grid-following mode switching.
Equipment technical requirements mainly include primary system equipment such as grid-connected energy storage units (energy storage batteries, grid-connected energy storage inverters, step-up transformers), reactive power compensation equipment, secondary system equipment such as dispatch automation and communication systems, relay protection and safety automation devices, and related auxiliary equipment.
Among them, under rated voltage, a single grid-connected energy storage inverter should be able to operate continuously at 110% of rated current; at 120% of rated current, the continuous operating time should be no less than 2 minutes.
After the energy storage power plant step-up substation has been started and put into operation, the energy storage unit has completed the phase check and load test, and the station has the conditions for grid connection testing, the on-site test for grid connection can be carried out. The grid-connected energy storage system should complete the grid connection test within 3 months of grid-connected operation. The test data and environmental conditions should be recorded during the test, and a test report should be issued after the test.
Virtual power plant operators aggregate various distributed resources (adjustable loads, distributed power sources, energy storage) and access the virtual power plant management platform through the aggregation operation system to participate in grid operation and the power market. Among them, energy storage resources should be various energy storage facilities on the power side, grid side, and user side within the area.
The average mean time between failures (MTBF) of the virtual power plant aggregation operation system should be no less than 10,000 hours, and the monthly operating reliability should be no less than 99%.
The regulation capacity should be no less than 10MW, and should be no less than 10% of the maximum power load. The regulation response time should not exceed 15 minutes.

07  The Development and Reform Commission of Guangxi Zhuang Autonomous Region solicits opinions on the "Implementation Rules of the Sustainable Development Price Settlement Mechanism for New Energy" and the "Implementation Plan for Deepening the Market-Oriented Reform of On-Grid Electricity Prices for New Energy in Guangxi Zhuang Autonomous Region".

Recently, the "Implementation Rules of the Sustainable Development Price Settlement Mechanism for New Energy in Guangxi Zhuang Autonomous Region" and the "Implementation Plan for Deepening the Market-Oriented Reform of On-Grid Electricity Prices for New Energy in Guangxi Zhuang Autonomous Region" were released. It is clearly stated that: the mechanism electricity price for distributed new energy is 0.4207 yuan/kWh, which is the Guangxi coal-fired benchmark price, and the proportion of electricity included in the mechanism is 100%. The mechanism electricity price for centralized new energy projects (excluding offshore wind power projects) is 0.324 yuan/kWh, with the electricity in 2025 already guaranteed by the 2025 medium- and long-term contract, and no mechanism electricity is set.
The implementation period of the mechanism electricity price is determined by the earlier of the year corresponding to the remaining reasonable utilization hours of the entire life cycle and the year corresponding to 20 years after commissioning.
The mechanism electricity price for incremental projects is formed through voluntary bidding by projects that have been put into operation and will be put into operation within the next 12 months and have not been included in the mechanism implementation scope, divided into wind power and photovoltaic categories. During the bidding, the selected projects are determined in ascending order of bids. The upper limit of the bidding is tentatively set at 0.4207 yuan/kWh, and the lower limit of the bidding can be initially determined by calculating the per-unit cost based on the construction cost of the most advanced power plants, and will be cancelled later as the situation warrants.
The scale of electricity included in the 2025 mechanism electricity is determined according to the proportion of non-market-based new energy in Guangxi in 2024, which is 33% (65% for the whole year) / 8% (16% for the whole year) according to the current non-market-based proportion of new energy in Guangxi.
The scale of newly added electricity included in the mechanism each year from 2026 onwards will be determined based on the completion of the renewable energy consumption responsibility weight and the user's affordability, but it should not be higher than the previous year. If the consumption responsibility weight is exceeded, the scale of electricity included in the mechanism in the following year will be appropriately reduced; if it is not completed, the scale of electricity included in the mechanism in the following year will be appropriately increased. The proportion of electricity applied by a single project to be included in the mechanism shall not exceed 80%.
The electricity included in the mechanism will be settled at the mechanism electricity price every month. The difference between the market transaction average price and the mechanism electricity price will be included in the system operating costs and shared among all industrial and commercial users.
Clarifies the way new energy participates in the market. Centralized new energy projects participate in the spot market in the way of "reporting quantity and price" or "reporting quantity without price", while distributed new energy can participate in the spot market as a price taker or be aggregated by aggregators.
