A few days ago, the State Administration of Market Supervision and Administration (National Standardization Management Committee) issued a batch of public announcements of proposed projects. Three of these standards are related to energy storage. They are "Technical Specification for Electrochemical Energy Storage Network Converter", "Guidelines for Safety Evaluation of Electrochemical Energy Storage Power Station" and "Flywheel Energy Storage Converter for Electric Energy Storage".

The National Energy Administration issued a notice on the basic rules for the registration of the electricity market.(September 24)
The document identifies power generation companies, power sales companies, power users, new energy storage, virtual power plants, smart microgrids, and,distributed power supplyThe basic conditions for 8 types of business entities, such as electric vehicle charging facilities, to enter the electricity market.
Basic conditions for new energy storage enterprises:
(I) sign grid-connected dispatching agreements with power grid enterprises and access power dispatching automation systems;
The (II) has the conditions for time-sharing measurement and transmission of power and electricity data, and the accuracy and reliability of the data meet the settlement requirements;
(III) meet the corresponding technical conditions such as maximum charge and discharge power, maximum regulation capacity and continuous charge and discharge time, and the specific values shall be subject to relevant standards or regulations of relevant national and local departments;
(IV) with the construction of new energy storage and affiliated business entities as one, with independent measurement, control and other technical conditions, access to the power dispatch automation system can be monitored and dispatched by the power grid, with legal personality can choose to turn into an independent new energy storage project, as the business entity directly participate in the power market transactions.

The approach appliesNew energy storage power stations connected to the public power grid of 10(6) kV and above in Guangdong Province and providing external servicesThe planning, construction and operation of other new energy storage power stations shall be implemented with reference to these Measures.
Power grid enterprises should reasonably arrange the operation mode of the power grid, optimize the dispatching operation procedures and calling standards of new energy storage power stations, scientifically dispatch new energy storage power stations, encourage new energy storage to participate in the power market, and carry out dispatching operation in accordance with market rules. The new energy storage power station shall be incorporated into the management of the grid-connected main body according to the requirements and subject to the unified scheduling of the power dispatching organization. The secondary systems such as monitoring system and communication information shall be standardized and configured, and the operation status information shall be uploaded to the power dispatching organization according to the requirements, so as to meet the measurable operation data and energy storage status and realize the adjustable and controllable energy storage output.
Encourage the expansion of new energy storage power station application scenarios, in accordance with local conditions, flexible and diverse principles, in the source network storage integration, virtual power plants, microgrids, "multi-station integration", new infrastructure and other fields to promote the integration of new energy storage power station applications.

Recently, the Zhejiang Provincial Energy Bureau issued the "Provincial Energy Bureau on the issuance of the 2024 new energy storage construction plan notice" (referred to as the "notice"). The document disclosed the 2020 new energy storage construction plan in Zhejiang Province, with a total of 19 projects with a scale of 1470MW/2866MWh. It involves three scenarios: fire storage joint FM, grid side and user side. The "Notice" emphasizes that it is necessary to ensure that the project starts before the end of 2024 and is connected to the grid before the end of June 2025.
The number and scale of projects in each scenario are as follows:
3 on power side, 74MW/74MWh
11 on grid side, 1330MW/2660MWh
5 on the user side, 66MW/132MWh

The Development and Reform Commission of Dingxi City, Gansu Province issued an announcement on soliciting opinions on the "Dingxi Electric Power Development Plan (Draft for Solicitation of Comments).(September 19)
The document mentions the Dingxi City energy storage construction program, whichThe minimum scale of the overall planning and energy storage projects under construction is 2080MW/4860MWh.
Among them, during the "14th Five-Year Plan" to the "15th Five-Year Plan" period, the installed capacity of new energy projects in Dingxi City reached 7.3 million kilowatts, and the power side energy storage needs to be at least 730000 kilowatts/1.46 million kilowatt-hours.
Grid-side energy storage, mainly electrochemical energy storage, some projects can be explored.compressed air energy storageand hydrogen storage. The planning proposes to lay out power grid-side energy storage projects in Lintao County, Weiyuan County and Zhangxian County, with a capacity of not less than 200 MW and a recommended charging and discharging duration of not less than 2 hours.

Swiss investment fund SUSI will build 3.5GWh independent energy storage project in Chile (recently)
Swiss investor SUSI Partners will fund the development of the 860MW/3.5GWh energy storage project in Chile. The deal will invest in 22 independent energy storage projects developed by BIWO Renewable Energy in central and southern Chile through its SUSI Energy Transition Fund (SETF). The first projects are expected to be ready for start-up in the first half of 2025. Each project energy storage time is four hours!
