The National Energy Administration issued a notice on improving the security capabilities of new energy and new grid-connected entities to serve the high-quality development of new power systems.(October 29)

The notice states:Promote the grid-connected subject-friendly grid-connected.The owners (units) of new energy and new grid-connected entities shall organize and implement the construction of engineering projects in accordance with the requirements of "Guidelines for Safety and Stability of Power System" (GB 38755-2019), "Technical Guidelines for Network and Source Coordination of Power System" (GB/T 40594-2021) and national and industrial standards related to wind power, photovoltaic and energy storage, so as to ensure that the configuration of secondary systems such as relay protection, safety and stability control devices and communication equipment meet the requirements, avoid "getting sick". Among them, the centralized new energy of remote collection (large base, etc.) should have the support capacity of rapid voltage regulation, suppression of broadband oscillation, etc., and if necessary, configure the camera and other devices to prevent large-scale off-grid.

After the new energy distribution energy storage is converted to independent energy storage, it will be managed in accordance with the relevant provisions of the independent energy storage project in Henan Province,Enjoy the price policy of independent energy storage projects in Henan Province, and charge and discharge costs are settled by power grid enterprises.

At the same time, the draft management measures also pointed out:This method is applicable to the construction of energy storage that has been put into operation and under construction. The draft of the management measures for comments has made detailed provisions on the technical conditions and standards for the conversion of energy storage to independent energy storage. For example, it is necessary to have an independent power metering device, an independent automatic power generation control (AGC) function, perfect fire alarm and other measures, and complete type test and commissioning test of the whole station before grid connection.

The document clarified that there are currently 3 types of independent energy storage transactions:Medium-and long-term electric energy trading, in stock electric energy trading, auxiliary service trading.
Among them, auxiliary services can participate in regional FM, cross-provincial standby, peak adjustment and other auxiliary service market transaction settlement.
Independent energy storage can choose "quantity not quoted" or "quantity quoted" to participate in the power in stock market.
There are two ways for new energy storage to participate in electricity market transactions:
One is a direct transaction,Independent energy storage directly participates in the electricity market as an independent operating entity,Can be used as a buyer of electricity, but also as a seller of electricity;
The second is joint trading,Power-side or user-side energy storage participates in the electricity market as a whole in conjunction with its own power source or user,It can only be used as one of the parties to buy or sell electricity.

Anhui Provincial Energy Bureau solicited the opinions of "Anhui Province user side electrochemical energy storage technology guidelines (draft). (October 22)

On October 22, the Anhui Provincial Energy Bureau solicited opinions on the "Guidelines for Electrochemical Energy Storage Technology on the User Side of Anhui Province (Draft for Comments). This document is mainly applicable to the user-side energy storage facilities with voltage level of 35 kV and below, and the user-side energy storage facilities with voltage level of 35 kV and above are implemented for reference.

Document requirements, access to user-side energy storage stations with voltage levels of 10 (6,20) kV and above.shall be capable of emergency power support,The maximum dischargeable or chargeable power shall be reached within 500ms.

The document clearly states that the energy storage converter shall meet the requirements of GB/T 34120. When the energy storage converter operates at rated power, the DC component in the AC measured current of the energy storage converter shall not exceed 0.5% of its rated output current.

The European Photovoltaic Industry Association (SolarPower Europe) released the European Energy Storage Market Outlook 2024-2028
The report reviews the installed capacity of the European energy storage market in 2023, looks forward to the market situation in 2024, and forecasts the trend of the European energy storage market in 2025-2028.
In 2023, the new installed capacity of the European energy storage market was 17.2GWh, up 94% year-on-year, and the new installed capacity exceeded 10GWh for the first time, with a cumulative installed capacity of 35.9GWh.
In the subdivision of new installations, the household storage scale is 12GWh, the industrial and commercial storage scale is 1.6GWh, and the grid-side energy storage scale is 3.6GWh, accounting for 70%, 9% and 21%, respectively.
The European energy storage market TOP5 in 2023 includes both some traditional household storage powers, such as Germany, Italy and Austria, and the UK, the leader of the long-term and stable large storage market. The new country to join TOP5 is the Czech Republic. Overall, TOP5 accounted for 82% of all new installations. Year-on-year 2022, an increase of 8 percentage points. Market concentration further increased. Germany is once again the undisputed leader, adding 5.9GWh, an increase of 152 percent compared to 2022. This was followed by Italy, which added 3.7GWh, an increase of 86% year-on-year, with a focus on the grid side. The third is the UK, with new installations reaching 2.7GWh, an increase of 91% year-on-year. Austria has shown a strong growth trend, with more than 1GWh of new installations, an increase of 95% year-on-year. The Czech Republic has achieved amazing growth, tripling last year's installed capacity, adding more than 900MWh, mainly due to its strong household storage market.
The main drivers of household storage and industrial and commercial energy storage include electricity prices, increased integration of light storage, government support programs, improved regulatory environment, and lower battery prices. In addition, environmental awareness also affects the installation of photovoltaic and energy storage in households. The development of electric vehicles and heat pumps has also stimulated the release of household storage demand.
2024 is a turning point for the European energy storage market. The European energy storage market is expected to add 22.4GWh, an increase of 31% compared to 2023. Among them, the European reserve will add 11GWh, beyond the household storage, Italy, the United Kingdom led.
