By 2030, the green certificate market system will be further improved, the society's independent demand for green electricity consumption will be significantly increased, the green certificate market will operate efficiently and orderly, the international application of green certificates will be effectively achieved, the environmental value of green electricity will be reasonably reflected, strongly supporting high-quality development of renewable energy and contributing to the comprehensive green transformation of economic and social development.

The Opinions indicate that by 2027, the green certificate market trading system will be basically perfected, the green power consumption mechanism combining mandatory consumption and voluntary consumption will be more sound, the systems for green power consumption accounting, certification, and labeling will be basically established, the connection between green certificates and other mechanisms will be smoother, the potential of the green certificate market will be accelerated, and the international application of green certificates will be steadily promoted, achieving smooth flow of green certificates nationwide. By 2030, the green certificate market system will be further improved, the independent consumption demand for green power throughout society will be significantly increased, the green certificate market will operate efficiently and orderly, the international application of green certificates will be effectively achieved, the environmental value of green power will be reasonably reflected, strongly supporting the high-quality development of renewable energy and contributing to the comprehensive green transformation of economic and social development.

01   Hainan Provincial Development and Reform Commission issued the "Notice on Clarifying the Charging and Discharging Prices and Relevant Matters of Electrochemical Independent Energy Storage Power Stations in Our Province (Draft for Comments)" (March 17th)
On March 17, the Hainan Provincial Development and Reform Commission issued the "Notice on Clarifying the Charging and Discharging Prices and Relevant Matters of Electrochemical Independent Energy Storage Power Stations in Our Province (Draft for Comments)", mentioning that qualified electrochemical independent energy storage power stations are treated as industrial and commercial users when charging. The charging Price is implemented according to the valley period Price in the grid's agency electricity purchase Price policy. The charging electricity (including losses) does not bear the transmission and distribution Price and government funds and surcharges; the discharging Price refers to the benchmark Price of coal-fired power generation in our province, implemented at 0.4298 yuan/kWh.
It is understood that, taking the Hainan power grid's agency electricity purchase Price in March 2025 as an example, the valley Price for less than 100 kVA and 1-10 kV is 0.411545 yuan/kWh. After deducting the transmission and distribution Price and government funds, the independent energy storage charging Price is equivalent to 0.2303 yuan/kWh, and the discharging Price is 0.4298 yuan/kWh, with a Price difference of about 0.1995 yuan/kWh.
The Price difference funds for charging and discharging electrochemical independent energy storage power stations across the province are shared by generating units within the province without peak-shaving capabilities (excluding wind power and photovoltaic power generation) according to the actual on-grid electricity volume of the month, and the grid companies deduct them together when settling their on-grid electricity fees.

 

02  Ningxia Hui Autonomous Region Development and Reform Commission issued the "Implementation Rules for the Development and Construction Management of Distributed Photovoltaic Power Generation in the Ningxia Hui Autonomous Region (Draft for Comments)" (March 17th)

On March 17, the Ningxia Hui Autonomous Region Development and Reform Commission issued the "Implementation Rules for the Development and Construction Management of Distributed Photovoltaic Power Generation in the Ningxia Hui Autonomous Region (Draft for Comments)", mentioning support for local governments to conduct in-depth cooperation with upstream and downstream photovoltaic development enterprises and financial institutions to study and promote"Photovoltaic + Energy Storage", integrated photovoltaics, storage and charging, and other diversified application scenariosand guide the integrated development of intelligent photovoltaics and related industries in emerging fields in a way that suits local conditions.

Grid companies should strengthen innovation-driven development, serve the digital transformation of energy,break through key technologies such as source-grid-load-storage coordination, distribution grid group measurement, group control, and group regulation, and safety devices for grid connection,solve the problems of large-scale access and consumption of distributed photovoltaics, and ensure the high-quality development of distributed photovoltaics.

General industrial and commercial distributed photovoltaics can choose the mode of all self-generation and self-use or self-generation and self-use with surplus power grid connection; for those using self-generation and self-use with surplus power grid connection, the proportion of annual self-generation and self-use electricity to the total power generation, for general industrial and commercial distributed photovoltaics relying on public institutions,must not be less than 30%for general industrial and commercial distributed photovoltaics relying on industrial and commercial plants,must not be less than 50%and the surplus power grid connection exceeding this proportion will not be settled.

0 3   Shaanxi Provincial Development and Reform Commission issued the "Implementation Plan for Innovative Support for Shaanxi Provincial Virtual Power Plants to Participate in the High-Quality Development of the Electricity Market (Draft for Comments)" and the "Implementation Plan for Serving the Construction and Operation of Virtual Power Plants in Shaanxi Province (Draft for Comments)" (March 13th)

The "Electricity Market Development Implementation Plan" points out that virtual power plants participating in electricity market transactions must have an aggregate resource regulation capacity of no less than 5 MW, and the regulation capacity of a single power grid spot market clearing node must be no less than 1 MW, with a continuous regulation time of no less than 1 hour.

The "Construction and Operation Implementation Plan (Draft for Comments)" points out that by 2025, it will promote the access of provincial virtual power plants to the virtual power plant operation management platform and participate indemand response, energy market, and ancillary service marketwith a total adjustable capacity of 300,000 kW. In 2026, it will continue to deepen the construction of virtual power plant management and market transaction mechanisms, formingno less than 1 million kWof virtual power plant control resources.

In addition, it stipulates that the provincial power load management center will issue an annual operation report of virtual power plants in January each year,and in any of the following circumstances, it will be forced to withdraw from the market,and re-entry into the market requires re-performance of market registration procedures.

(1) The virtual power plant operator fails to pay the market performance letter of credit and insurance in full and on time, and still refuses to pay in full after written reminder by the grid company;

(2) The response authority of the virtual power plant is suspended for 30 days without completion of rectification;

(3) The first response of the virtual power plant after completion of rectification is unqualified;

(4) The virtual power plant is suspended twice within one year.

0 4   Inner Mongolia Energy Bureau issued the "Notice of the Inner Mongolia Autonomous Region Energy Bureau on Accelerating the Construction of New Energy Storage" (March 12th)

Recently, the Inner Mongolia Energy Bureau issued the "Notice of the Inner Mongolia Autonomous Region Energy Bureau on Accelerating the Construction of New Energy Storage" (Inner Mongolia Energy Electricity (2025) 120).

The notice stipulates that compensation will be implemented for the discharge volume of independent new energy storage power stations included in the autonomous region's independent new energy storage power station plan to the public power grid. The compensation standard is fixed for one year, and the compensation standard for the next year is announced before the end of September each year. After the compensation standard is clarified, the implementation time is 10 years.
Among them, the compensation standard for independent new energy storage power stations in 2025 is 0.35 yuan/kWh, and independent new energy storage power station projects that cannot start construction before June 30, 2025 will not implement the 2025 compensation standard.
