On June 26, the National Development and Reform Commission (NDRC) held a press conference for June, where Li Chao, deputy director of the Policy Research Office of the NDRC, revealed that with the increasing proportion of new energy power generation capacity, high-level consumption of large-scale new energy has become the key to building a new energy system. To improve the consumption capacity of new energy, the NDRC, together with relevant parties, has taken a series of measures, mainly focusing on three aspects.

01   National Development and Reform Commission: Over 80GW of new energy storage nationwide, profit model and space of electricity spot market will expand
On June 26, the National Development and Reform Commission held a press conference in June. Li Chao, deputy director of the Policy Research Office of the National Development and Reform Commission, revealed that with the increase in the proportion of installed capacity of new energy power generation, the high-level consumption of large-scale new energy has become the key to the current construction of a new energy system. In order to improve the new energy consumption capacity, the National Development and Reform Commission, together with relevant departments, has taken a series of measures, mainly focusing on three coordinations.
The first coordination is to coordinate power transmission and on-site consumption. Give full play to the resource advantages of wind power and light in desert, Gobi, and barren areas, accelerate the construction of large-scale new energy bases in "desert, Gobi, and barren areas", and improve the national new energy consumption capacity by cross-provincial transmission of wind power and photovoltaic power generation in Northwest China and other regions. While long-distance transmission, we also pay attention to tapping the demand for on-site consumption, and actively explore new models that integrate new energy and industrial development. For example, recently, the National Development and Reform Commission and the National Energy Administration issued the "Notice on Matters Concerning the Orderly Promotion of Green Electricity Direct Connection Development", supporting some new energy sources to not directly access the public power grid, but to directly provide green electricity to a single power user, which not only helps to consume new energy nearby, but also provides new development opportunities for energy-intensive enterprises, export-oriented enterprises, and new energy power generation enterprises.
The second coordination is to coordinate the construction of power grids and regulation capabilities. The coordinated advancement of new energy, transmission channels, and supporting regulating power generation can ensure the high-proportion consumption of new energy. In terms of transmission channels, China has built the world's largest power grid, with the world's highest transmission voltage level, the longest ultra-high voltage transmission line, and the largest new energy grid connection scale. Currently, 43 ultra-high voltage transmission channels have been put into operation, and ultra-high voltage channels such as Ningxia to Hunan will be put into production this year, and the level of power transmission is constantly improving. In terms of regulation capacity, the current national scale of new energy storage has exceeded 80 million kilowatts. With the full entry of new energy into the market, the profit model and space of new energy storage in the electricity spot market will be broader.
The third coordination is to coordinate energy demand and supply. From the perspective of demand, China's electricity demand-side flexible load resources are abundant. In recent years, we have continuously improved the long-term mechanism of demand response and actively guided various demand-side resources to participate in new energy peak regulation through virtual power plants. From the perspective of supply, we actively promote the construction of charging infrastructure. Currently, there are more than 14 million charging infrastructure units nationwide. By guiding orderly charging, the new energy consumption capacity is improved.
At the same time, we will continue to deepen the market-oriented reform of new energy grid-connected electricity prices with relevant departments, promote efficient allocation of power resources, and guide the healthy and orderly development of the new energy industry. With the joint efforts of all parties, China has made positive progress in new energy consumption. According to statistics, the national new energy consumption utilization rate is currently maintained at over 90%. Next, the National Development and Reform Commission will, together with relevant departments, regard new energy consumption as a key point in the construction of a new energy system, deeply implement support policies in various aspects such as power generation, power transmission, and regulation, and continuously promote the high-quality development of new energy.

01   Xinjiang Development and Reform Commission publishes an interpretation document on the "Implementation Plan for the Autonomous Region's Implementation of the Deepening of Market-Oriented Reform of New Energy Grid-Connected Electricity Prices (Trial)"
On June 25, the Xinjiang Development and Reform Commission issued an interpretation document on the "Implementation Plan for the Autonomous Region's Implementation of the Deepening of Market-Oriented Reform of New Energy Grid-Connected Electricity Prices (Trial)". This implementation plan is regarded as a supporting detail of Xinjiang's Document No. 136. According to the interpretation document, the document clarifies the core content such as the scale of mechanism electricity, the level of mechanism electricity price, the bidding of incremental projects, and the settlement of mechanism electricity price difference.
Main tasks:
Promote the comprehensive market-based formation of new energy grid-connected electricity prices, establish a price settlement mechanism for the sustainable development of new energy, determine the scale and price level of mechanism electricity, clarify the difference settlement method, and clarify the implementation period and exit rules, among other five tasks.
Mechanism electricity price and mechanism electricity volume:
  • For existing projects put into operation before June 1, 2025, they are divided into subsidized projects and flat-price projects. Among them, the mechanism electricity price for subsidized projects is 0.25 yuan/kWh, and the proportion of mechanism electricity is 30% of its grid-connected electricity;
  • The mechanism electricity price for flat-price projects is 0.262 yuan/kWh, and the proportion of mechanism electricity is 50% of its grid-connected electricity.
  • For incremental projects put into operation on or after June 1, 2025, according to national reform requirements, the mechanism electricity price needs to be formed through bidding; the proportion of mechanism electricity is temporarily 50% of its grid-connected electricity.
Bidding work for incremental projects:
Incremental projects adopt a marginal clearing method and bidding for different types (wind power, solar energy) to form a mechanism electricity price. The bidding range is tentatively set at 0.150 yuan/kWh-0.262 yuan/kWh;
The bidding work is organized once a year, and projects that have been put into operation and will be put into operation within the next 12 months and have not been included in the mechanism implementation scope are voluntarily involved.
Currently, we are organizing the preparation of guidelines for bidding for incremental projects, which will be issued soon.
Settlement of mechanism electricity price difference:
The "Plan" clarifies that for the electricity included in the mechanism, State Grid Xinjiang Electric Power Co., Ltd. will conduct difference settlement at the mechanism electricity price every month, and the difference between the average market transaction price of the same type of project and the mechanism electricity price will be included in the "New Energy Sustainable Development Price Settlement Mechanism Difference Settlement Fee" item of the system operation fee. State Grid Xinjiang Electric Power Co., Ltd. will specifically formulate detailed rules for difference settlement, be responsible for organizing the signing of difference agreements, conducting difference electricity fee settlement, and timely publishing settlement information.
The interpretation document points out that in this implementation of Document No. 136, emphasis is placed on doing a good job in the connection between new and old policies. In terms of the scale of mechanism electricity, the "Plan" connects the original priority electricity for subsidized projects, and calculates and determines the flat-price projects according to the unchanged support intensity of the new and old policies. In terms of the level of mechanism electricity price, it connects the original priority electricity grid-connected electricity price to ensure the smooth implementation of the reform.

02   Jiangxi Provincial Development and Reform Commission releases "Matters Concerning Further Improvement of the Time-of-Use Electricity Price Mechanism"

On June 24, the Jiangxi Provincial Development and Reform Commission issued matters concerning further improving the time-of-use electricity price mechanism. It mentions that except for winter, 2 hours of midday deep valley electricity prices will be added to other months. The deep valley floating proportion is expanded from the original 60% down from the flat section to 70%, and the annual peak, flat, and valley floating proportions are uniformly adjusted to 1.6:1:0.4. On-grid line loss fees, transmission and distribution prices, system operation fees, government funds and surcharges do not participate in the floating.
Compared with the draft for soliciting opinions, the peak hours in July and August have been adjusted from 21:00-23:00 to 20:30-22:30.
In addition, the document proposes to encourage industrial and commercial users to reduce peak-hour electricity load and increase off-peak electricity consumption through methods such as configuring energy storage and carrying out comprehensive energy utilization, and to reduce electricity costs by changing the electricity consumption period. The time-of-use electricity price is restored for general industrial and commercial users who were temporarily suspended.

03   Shanghai Municipal Commission of Economy and Informatization issued the "Implementation Plan for the Construction of User-Side Virtual Power Plants in Shanghai (2025-2027)"

On June 23, the Shanghai Municipal Commission of Economy and Informatization issued the "Implementation Plan for the Construction of User-Side Virtual Power Plants in Shanghai (2025-2027)". The plan proposes the construction of a "1+5" ultra-large city virtual power plant operation and management system, namely "one virtual power plant operation and management platform + five types of city-specific resources", forming a diversified aggregated virtual power plant centered on air conditioning loads, charging and swapping stations, new energy storage, data centers, and industrial loads.
By 2025, the operation and management and technical standards system for virtual power plants will be basically established, and the city's adjustable capacity of virtual power plants will reach 1.1 million kilowatts; in 2026 and 2027, the digitalization level of virtual power plants will continue to improve, with adjustable capacities reaching 1.6 million kilowatts and 2.2 million kilowatts, respectively.
The document encourages users to actively participate in energy storage. It promotes the configuration of new energy storage by terminal users such as data centers, communication base stations, distributed new energy, and industrial parks, optimizes the peak-valley characteristics of the load, reduces electricity costs, and actively participates in virtual power plants.
According to the planning goals of Shanghai's user-side virtual power plants, it is strived that by 2025, the access capacity of user-side energy storage will be 200MW, the declared adjustable capacity will be 100MW, and the actual adjustable capacity will be 50MW; in 2026, the access capacity of user-side energy storage will be 300MW, the declared adjustable capacity will be 200MW, and the actual adjustable capacity will be 150MW; in 2027, the access capacity of user-side energy storage will be 400MW, the declared adjustable capacity will be 300MW, and the actual adjustable capacity will be 250MW.
Improve price incentive policies. In accordance with relevant national regulations, the construction, operation, and maintenance costs of the load management system platform and equipment used by grid companies will be included in the transmission and distribution price cost accounting. Continue to improve the electricity price support policies for virtual power plants participating in demand response, and form electricity price subsidy standards through market bidding. Provide certain financial rewards based on the adjustment capacity and response speed of the virtual power plant aggregation platform.
Improve the mechanism for participating in the electricity market. After meeting the access requirements of the relevant markets, virtual power plants can participate in the long-term and short-term electricity markets and ancillary service markets as independent entities, further broadening the revenue channels of virtual power plants. Grid companies and electricity market operating institutions should continuously improve their service levels for virtual power plants participating in system operation and electricity markets.

04 Tianjin Municipal Development and Reform Commission solicits public opinions on the "Notice on Optimizing the Peak-Valley Time-of-Use Electricity Price Mechanism in Our City (Draft for Comments)"

On June 16, 2025, the Tianjin Municipal Development and Reform Commission publicly solicited opinions on the "Notice on Optimizing the Relevant Matters of Our City's Peak-Valley Time-of-Use Electricity Price Mechanism (Draft for Comments)". According to the document, Tianjin's time-of-use electricity price policy will be adjusted in two aspects:
1) Increase the peak-valley price difference to 4:1.
2) Except for July and August, the valley electricity price will be implemented for 2 hours from 12:00 to 14:00 noon.
At the same time, the draft emphasizes that for those without time-of-use pricing, the electricity price at the time of settlement will be implemented according to the floating ratio stipulated in this notice. The grid loss discount at the power generation stage, the system operation cost per kilowatt-hour, government funds and surcharges, the basic electricity fee of the two-part tariff, and the power factor adjustment electricity fee will not participate in the fluctuation.
Tianjin's June industrial and commercial electricity resale price: In June 2025, on the sales side of Tianjin, the peak, flat, and valley electricity prices for different voltage levels were 0.3445~1.1453 yuan/kWh.
