On March 25th, the National Energy Administration issued a notice on carrying out special regulatory work on the fair and open access of power grids.
The provinces included in this regulation include 19 provincial (regional, municipal) power grid enterprises, namely:
Tianjin, Hebei, Shanxi, Inner Mongolia, Jilin, Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Shandong, Hubei, Hunan, Guangxi, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia.

On March 21, the National Energy Administration issued the "Key Tasks for Power Safety Supervision in 2025." It points out that it is necessary to improve the legal and regulatory system for power safety. Launch the revision of the "Regulations on Emergency Handling and Investigation of Power Safety Accidents" to enhance the power safety accident supervision and law enforcement capabilities. Promote the establishment of a power safety governance standards committee, conduct a review and evaluation of the power safety legal and regulatory system, and establish a power safety governance standards system with mandatory standards as the main body, recommended standards as a supplement, and coordinated development of national, industry, enterprise, group, and local standards.
The document proposes to strengthen the safety supervision and management of electrochemical energy storage power stations. Research and draft guiding opinions on strengthening the safety supervision of electrochemical energy storage power stations, and build a safety supervision mechanism for new business models. Promote the establishment of information sharing and joint handling mechanisms with relevant departments. Carry out accident analysis research, safety evaluation pilot projects, and countermeasure research for electrochemical energy storage power stations. 01   Hebei Development and Reform Commission issued the "Notice on Relevant Matters Concerning the Improvement of Pilot Electricity Price Policies for Independent Energy Storage"
Recently, the Hebei Development and Reform Commission issued a notice on relevant matters concerning the improvement of pilot electricity price policies for independent energy storage.
It indicates that for independent energy storage power stations that send electricity to the grid, the corresponding charging electricity does not bear the transmission and distribution price, system operation fees, and government funds and surcharges, and does not implement power factor assessment. It bears the line loss fees in the grid connection link according to regulations. For independent energy storage power stations with a large difference between charging and discharging electricity, power grid enterprises can conduct electricity consumption inspections according to regulations. If there are violations of electricity use or power supply, the independent energy storage power station shall bear the liability for breach of contract and may even be forcibly disconnected from the grid.
According to the needs of the Hebei Southern Grid and North China Power Grid power system regulation resources, the independent energy storage capacity scale implementing the capacity price mechanism is determined respectively. Independent energy storage power stations enjoying the capacity price incentive mechanism are determined through competition based on the order of full-capacity grid connection time, with priority given to those built earlier.
The capacity of independent energy storage power stations participating in the competition is not less than 100,000 kilowatts, and the full-power continuous discharge duration is 2 hours or more.
Regarding the capacity price standard, it is indicated that the capacity electricity fee that independent energy storage power stations can obtain is determined according to the capacity price standard and the monthly average available capacity. The annual capacity price is 100 yuan/kilowatt (including tax, the same below), and the monthly standard is 8.3333 yuan/kilowatt. For independent energy storage power stations that have already implemented the capacity price incentive policy decline mechanism in 2024, the annual capacity price that is less than 100 yuan/kilowatt will be made up to 100 yuan/kilowatt.
If an independent energy storage project fails to reach its declared available charging and discharging capacity and sustainable charging and discharging duration, 10% of the monthly capacity electricity fee will be deducted twice in the month, 50% will be deducted three times, and 100% will be deducted four times or more. The power dispatching institution will statistically assess the situation monthly, which will serve as the basis for electricity settlement. The number of annual calls for full charging and discharging should be no less than 330.
Incentive time limit. Before June 1, 2026, the time limit for independent energy storage projects that are completed and connected to the grid according to the provincial-level approved deadline to obtain capacity electricity fees through competition is 24 months (including independent energy storage projects that have already implemented the capacity price incentive policy in 2024), starting from the month following the commencement of commercial operation. From June 1 to December 31, 2026, the effective period for independent energy storage projects that have not been completed and connected to the grid according to the provincial-level approved deadline to obtain capacity electricity fees is 24 months minus the overdue months (less than one month is calculated as one month).

 

02  Anhui Power Trading Center released the draft for comments of "Anhui Power Spot Electricity Market Transaction Implementation Rules" and "Anhui Power Spot Market Settlement Implementation Rules" (Settlement Trial Run Version 5.1) (March 24th)

On March 24, the draft for comments of "Anhui Power Spot Electricity Market Transaction Implementation Rules" and "Anhui Power Spot Market Settlement Implementation Rules" (Settlement Trial Run Version 5.1) were released.
The "Anhui Power Spot Electricity Market Transaction Implementation Rules" indicate that independent energy storage and virtual power plants can choose to participate in the spot electricity market or the frequency regulation auxiliary service market. Independent energy storage and virtual power plants participate in the spot market by "reporting quantity and price" or "self-dispatching." Market users and grid agents for industrial and commercial power purchase participate in the spot market by "reporting quantity without reporting price".
Energy storage electricity energy price represents the price per unit of electricity energy when the energy storage power station operates in different charge and discharge intervals. The reported discharge price must be greater than the charging price. At most 4 segments of charging conditions are reported, with the price being monotonically non-increasing. Each segment needs to report the starting point (MW) and endpoint (MW) of the power output interval, and the price (CNY/MWh) for that interval; at most 4 segments of discharging conditions are reported, with the price being monotonically non-decreasing. Each segment needs to report the starting point (MW) and endpoint (MW) of the power output interval, and the price (CNY/MWh) for that interval, as well as the upper and lower limits of charging and discharging and the initial state of stored electricity (SOC). The length of each quotation segment must be no less than 20% of the maximum output, and the starting point of each quotation segment must be the endpoint of the previous quotation segment. The electricity energy price of each quotation segment cannot exceed the upper and lower limits of the reported price.
Independent energy storage and virtual power plants participating in the spot market will, in principle, operate according to the day-ahead power generation plan in the real-time market, and will be cleared preferentially while meeting grid safety requirements, accepting the spot market price.

 

03  Notice of Zhejiang Provincial Development and Reform Commission on Issuing the "Key Points of Zhejiang Province's 2025 Carbon Peak and Carbon Neutrality Work" (March 19th)

On March 19th, the Zhejiang Provincial Development and Reform Commission announced the Notice on Issuing the "Key Points of Zhejiang Province's 2025 Carbon Peak and Carbon Neutrality Work".
The key points indicate that 2025 is the closing year of the "14th Five-Year Plan." It is necessary to fully implement the requirements of "Opinions on Promoting the Gradual Shift from Energy Consumption Dual Control to Carbon Emission Dual Control" and "Several Measures to Promote Carbon Emission Dual Control in Zhejiang Province," accelerate the establishment of a carbon emission dual control system focusing on regional carbon budgets, industry carbon control, enterprise carbon management, project carbon evaluation, and product carbon footprint, solidly advance the green and low-carbon transformation in the "6+1" fields, strive to reduce the carbon emission intensity of the province by more than 4.48%, and lay a solid foundation for achieving the carbon peak target in high quality during the "15th Five-Year Plan".
Establish and improve a carbon emission dual control system, prepare high-quality "15th Five-Year Plan" carbon emission analysis and outlook reports, and issue an action plan for the construction of a "dual carbon" standard measurement system.
Continuously promote the green and low-carbon transformation of key areas. Vigorously develop non-fossil energy sources, adding more than 10 million kilowatts of new renewable energy capacity (including 6 million kilowatts of wind and photovoltaic power) and 1 million kilowatts of nuclear power capacity, with a cumulative installed capacity of pumped storage power no less than 9.88 million kilowatts; by the end of 2025, the proportion of renewable energy power generation capacity will be over 46%, and the proportion of newly added non-fossil energy consumption (excluding raw material energy consumption and energy consumption of separately listed projects) will be around 24%.
Conduct energy efficiency diagnosis for key energy-consuming units, complete the consumption of 75 million green certificates annually, reduce the energy consumption intensity of above-scale industries by 3% annually (excluding national energy consumption separately listed projects), and reduce the energy consumption intensity by 14% during the "14th Five-Year Plan."  
Expand the consumption of green electricity, achieving about 350 billion kilowatt-hours of market-based electricity throughout the year.
Organize and implement more than 40 scientific and technological projects in the field of green and low-carbon development, achieving more than 10 major scientific and technological achievements in total; identify 20 provincial key laboratories in the "dual carbon" field, and newly identify 400 high-tech enterprises and 10 provincial (key) enterprise research institutes in the green and low-carbon technology field.
Iteratively build a provincial dual-carbon digital platform, establish a multi-source and interconnected carbon emission data network, and promote the integrated management of carbon emission data monitoring, collection, mining, and application.
