Among them, 10 projects in the energy storage field were selected, including a 6MWh prefabricated cabin energy storage system, a high-voltage direct-hanging networked energy storage system, intelligent distributed energy storage complete equipment for distribution network collaborative control, intelligent early warning devices for the operating status of large-scale energy storage power stations, and dynamic reconfigurable battery energy storage systems. These involve technology types such as lithium-ion batteries, compressed air energy storage, sodium-ion batteries, vanadium redox flow batteries, zinc-bromine flow batteries, and semi-solid lithium-ion batteries.

02   The National Energy Administration issued the "Guidelines for Assessing the Carrying Capacity of Distributed Power Access to the Power System (Draft for Comments)"

Recently, the National Energy Administration issued a notice to publicly solicit opinions on the "Guidelines for Assessing the Carrying Capacity of Distributed Power Access to the Power System (Draft for Comments)." According to the National Energy Administration's plan for the formulation and revision of energy sector industry standards, the Administration organized relevant units to revise the "Guidelines for Assessing the Carrying Capacity of Distributed Power Access to the Grid" (DL/T 2041-2019), forming the "Guidelines for Assessing the Carrying Capacity of Distributed Power Access to the Power System (Draft for Comments)," which is now open for public comment. The document specifies the overall requirements for assessing the carrying capacity of distributed power access to the power system, system-level carrying capacity calculation, equipment-level carrying capacity calculation, verification of carrying capacity calculation results, evaluation and classification of available capacity, and proposes related requirements for carrying capacity improvement measures. The document applies to the calculation of carrying capacity and evaluation of available capacity for distributed power access to the power system.

01   Shanxi Provincial Development and Reform Commission issued a notice to publicly solicit opinions on the "Implementation Plan for Deepening the Market-oriented Reform of New Energy Grid-connected Electricity Prices in Shanxi Province to Promote High-quality Development of New Energy (Draft for Comments)"

On August 20, the Shanxi Provincial Development and Reform Commission issued a notice to publicly solicit opinions on the "Implementation Plan for Deepening the Market-oriented Reform of New Energy Grid-connected Electricity Prices in Shanxi Province to Promote High-quality Development of New Energy (Draft for Comments)."

The document specifies promoting the participation of new energy grid-connected electricity in market transactions. In principle, all grid-connected electricity from new energy projects (wind power, photovoltaic power generation projects, hereinafter the same) shall enter the electricity market and participate in transactions through the "quantity and price reporting" method to form the grid-connected electricity price. Those not yet meeting the conditions shall accept market-formed prices. Biomass power generation and other power sources shall be promoted to participate in electricity market transactions in a timely manner.
For new energy electricity participating in cross-province and cross-region transactions, grid-connected electricity prices and transaction mechanisms shall be implemented according to cross-province and cross-region power transmission price policies; new energy projects supporting external transmission channels shall be implemented according to relevant national regulations and are temporarily not included in the Shanxi Province mechanism electricity price implementation scope.
Existing Projects
Mechanism Electricity Quantity. The scale of mechanism electricity quantity for existing projects shall be connected with the current policies on guaranteed electricity quantity scale. According to the specific project's approved mechanism electricity quantity ratio (the proportion of mechanism electricity quantity to grid-connected electricity quantity), new energy projects can independently determine the mechanism electricity quantity ratio within the approved value each year, but it shall not exceed the previous year. The scale of mechanism electricity quantity for incremental projects shall appropriately connect with the existing proportion of non-market new energy electricity, considering user affordability, the completion of the annual non-hydropower renewable energy power consumption responsibility weight assigned by the state, and factors such as electricity market construction. Initially, wind power and photovoltaic types are separately determined, and the mechanism electricity quantity for specific projects is determined through bidding.
Mechanism Electricity Price. The mechanism electricity price for existing projects shall connect with current price policies, and the mechanism electricity price level shall not exceed the current benchmark price for coal-fired power generation. The mechanism electricity price level for incremental projects shall be determined through bidding. Each year, projects that have been put into operation and those planned to be put into operation within the next 12 months and have not been included in the mechanism execution scope voluntarily participate in bidding to form prices. Initially, bidding is organized separately for wind power and photovoltaic power generation types; if sufficient competition conditions are not met, they are organized jointly.
The mechanism electricity price for existing new energy projects connects with current price policies and is set at the current benchmark price for coal-fired power generation of 0.332 yuan/kWh (including tax).
Implementation Period. The mechanism electricity price shall be implemented from January 1, 2026. The implementation period shall, in principle, connect with the guarantee period of current related policies and be determined by the earlier of the project's remaining full life cycle reasonable utilization hours corresponding year (specific to month) and the year corresponding to 20 years after commissioning (specific to month).
Incremental Projects
Establish a bidding system for the mechanism electricity price of incremental projects. The bidding work for incremental projects is organized by the Provincial Development and Reform Commission together with the Provincial Energy Bureau and Shanxi Energy Regulatory Office, with the Provincial Power Company responsible for specific organization and implementation. The bidding work for incremental projects shall, in principle, be organized before the end of October each year. Among them, the bidding work for incremental projects from June 1 to December 31, 2025, shall be organized as appropriate.
The mechanism electricity price is formed through bidding, using a marginal clearing method to determine the clearing price. According to the declared electricity quantity and declared price of new energy projects, they are sorted from low to high by declared price; if declared prices are the same, priority is given by declared time until the declared electricity quantity meets the total bidding electricity quantity scale. The declared price of the last selected project is the mechanism electricity price for all selected projects that year but shall not exceed the bidding cap. If the last successful project’s selected electricity quantity is less than the declared electricity quantity, it is fully transacted at the declared electricity quantity. Initially, considering the large cost differences among new energy projects, bidding is organized separately for wind power and photovoltaic types to form mechanism electricity prices.
The bidding cap considers factors such as reasonable cost and return of incremental projects, green value, electricity market supply and demand situation, and user affordability. Initially, to avoid disorderly competition, a bidding floor is set, which is determined by the cost per kWh converted from the most advanced power station construction cost level (including only fixed costs, excluding returns).
The initial bidding cap is set at 0.332 yuan/kWh (including tax) according to the benchmark price for coal-fired power generation in our province, and the floor is 0.199 yuan/kWh (including tax).
Distributed photovoltaic and decentralized wind power are encouraged to participate in bidding independently or aggregated for unified bidding. Projects that did not participate in bidding or were not selected in the bidding that year may be deferred to subsequent years for participation. During this period, all grid-connected electricity prices are formed by the market and do not participate in mechanism electricity price settlement.
Clarify the mechanism electricity price difference settlement method. For electricity quantities included in the mechanism, grid companies shall carry out monthly difference settlement according to the mechanism electricity price. The monthly decomposed mechanism electricity quantity is the product of the actual monthly grid-connected electricity quantity of new energy projects and the determined ratio. For incremental projects and existing projects with an annual limit on approved mechanism electricity quantity scale, if the mechanism electricity quantity settled that year reaches the annual mechanism electricity quantity scale, the excess part in that month and subsequent months shall no longer implement the mechanism electricity price. If the annual mechanism electricity quantity scale is not reached by the end of the year, the shortfall electricity quantity shall no longer implement the mechanism electricity price, and no cross-year rollover shall be conducted.
Clarify the policy for mechanism electricity price connection. For existing projects, the electricity fed into the grid from June 1, 2025, to December 31, 2025, will still be executed according to the current policy. For incremental projects, the electricity fed into the grid from June 1, 2025, until the start of the mechanism electricity price implementation will participate in the electricity market, with prices formed by the market. Before participating in the market, they will accept real-time market spot prices. When participating in bidding for the first time, they will voluntarily participate as incremental projects that have been put into production but have not been included in the mechanism execution scope. New energy projects enjoying financial subsidies will have their subsidy standards within the reasonable utilization hours of the full life cycle executed according to the original regulations. Localities shall not make energy storage configuration a prerequisite for the approval, grid connection, or electricity feed-in of new energy projects.

02 Hebei Provincial Development and Reform Commission publicly solicits opinions on the "Implementation Opinions on the Construction and Operation of Virtual Power Plants in Hebei Province" and the "Interim Measures for the Construction and Operation Management of Virtual Power Plants in Hebei Province".

On August 15, the Hebei Provincial Development and Reform Commission publicly solicited opinions on the "Implementation Opinions on the Construction and Operation of Virtual Power Plants in Hebei Province" and the "Interim Measures for the Construction and Operation Management of Virtual Power Plants in Hebei Province." The "Opinions" mention that by 2027, the construction, operation, and management mechanism of virtual power plants will be mature and standardized, the participation market mechanism will be sound and complete, and the regulation capacity of virtual power plants will reach 2 million kilowatts. By 2030, the application scenarios of virtual power plants will be further expanded, various business model innovations will develop, and normalized operation will be mainly carried out in a market-oriented manner, with the province's virtual power plant regulation capacity reaching more than 3 million kilowatts.

During the demand response market launch period, virtual power plants must prioritize participation in the demand response market. When virtual power plants participate in intra-network and regional ancillary service markets, they should prioritize meeting intra-network market demand. When regulation capacity exceeds local demand, the excess regulation capacity can be used to participate in the regional ancillary service market to obtain cross-regional benefits.
Strengthen research on supporting policies. Analyze the restrictions or expected incentives related to virtual power plants aggregating demand-side resources to participate in electricity market transactions, including distributed energy storage market entry mechanisms, integrated operation of photovoltaic-storage-charging, green electricity and green certificate support clauses, etc., and explore improvements to supporting policies. Study the connection mechanism between virtual power plants and new energy market-oriented reform plans.
Standardize the promotion of resource aggregation. Research and determine the scope and standards of resources aggregated by virtual power plants, focusing on promoting adjustable resources on the demand side such as adjustable loads, distributed power sources, and distributed energy storage that are not included in grid dispatch management. Classify virtual power plants into load-type, power source-type, and hybrid-type, prioritizing exploration of load-type virtual power plants in the initial stage.
Improve the ancillary service market transaction and pricing mechanisms, fairly set the price caps for various ancillary service products, and gradually relax the scale restrictions on virtual power plants participating in the North China power peak regulation ancillary service market.
Reasonably adjust the compensation standards and allocation mechanisms for virtual power plants, guiding continuous improvement in resource aggregation scale and response levels.
Guide virtual power plants to carry out business innovation and diversified value-added services, providing comprehensive services such as energy saving and efficiency improvement, energy data analysis, energy solution design, and carbon trading, broadening revenue channels.
Study appropriately relaxing the restrictions on virtual power plants' participation in electricity market deviation assessments and explore setting detailed clauses related to virtual power plant regulation.
Virtual power plant operators should standardize the construction of virtual power plants according to relevant policy requirements, technical specifications, and construction plan review opinions, with a construction period generally not exceeding 6 months.
At the current stage, the aggregated adjustable capacity of virtual power plants should not be less than 5MW, with continuous regulation time not less than 1 hour. The adjustable capacity of a single trading unit of virtual power plants participating in the spot market should not be less than 1MW.
If any of the following situations occur, the virtual power plant will be forced to exit the market and must re-register to re-enter. The virtual power plant operator fails to pay the regulatory market performance bond or insurance on time and in full, and refuses to pay after written reminders; the virtual power plant's response rights are suspended and rectification is not completed within 3 months; the first response after rectification is unqualified; the virtual power plant is suspended twice within one year.
This measure shall come into effect from the date of issuance and be valid for 2 years.

03 Beijing Municipal Development and Reform Commission publicly solicits opinions on the "Implementation Plan for the Renewable Energy Development and Utilization Regulations of Beijing (Draft for Comments)".

On August 15, the Beijing Municipal Development and Reform Commission publicly solicited opinions on the "Implementation Plan for the Renewable Energy Development and Utilization Regulations of Beijing (Draft for Comments)." The "Plan" mentions taking the construction of the Fangshan new energy storage power station demonstration area as an opportunity to establish and improve the approval, construction, operation, and supervision system for energy storage power station projects, and to formulate operation specifications and supervision management systems for new energy storage power stations. Promote demonstration applications in multiple fields such as user-side electricity storage and heat storage, driving the healthy development of the new energy storage industry from point to area. Promote the construction of the Yanqing Baihe and Mentougou Yingtaoquan pumped storage projects. Organize applications for national key research and development plans such as hydrogen energy and energy storage. Issue and implement the "Beijing Green Advanced Energy and Low-Carbon Environmental Protection Industry Development Implementation Plan," supporting the development of renewable energy industries such as photovoltaics, wind power, geothermal, sewage (renewable water) waste heat, new energy storage, hydrogen energy, and smart grids that align with regional industrial layouts. Promote the improvement of upstream and downstream industrial chains and supply chains, support the construction of comprehensive and specialized renewable energy industry clusters and application demonstration zones. Deepen the construction of a new type of power system. Formulate the "Beijing New Power System Construction Implementation Plan," build a strong smart grid, and enhance the flexible regulation capability of the power system. Promote high-quality development of the city's distribution network, conduct assessments of the city's distributed power access grid carrying capacity and improvement measures, establish a quarterly release mechanism for distribution network open capacity, regularly publish grid connection technical standards, typical design schemes, and other information, creating a "safe, efficient, clean, low-carbon, flexible, intelligent, and integrated" new distribution system for the capital. Compile a renewable energy grid connection processing manual, detailing processing requirements to ensure transparent and efficient project grid connection processes. Explore demonstration projects for smart microgrids and green electricity direct supply.
