Next, the NDRC will enhance peak capacity, continuously strengthen the operation and management of various conventional power sources, and coordinate the supporting role of new energy power generation and the bottom-line guarantee role of thermal power. Active efforts will be made to carry out cross-provincial and cross-regional power dispatch through long-term and medium-term power contracts, spot markets, and emergency dispatch. Demand-side management will be optimized, adhering to the principles of prioritizing demand response, assisting energy conservation and electricity saving, and ensuring orderly electricity supply. A comprehensive approach will be used, including time-of-use electricity pricing, demand response subsidies, and AI dispatch of virtual power plants, to ensure the safe and stable operation of the power grid and the orderly supply of electricity.

Next, the National Development and Reform Commission will enhance peak capacity, continue to strengthen the operation and management of various conventional power sources, and coordinate the supporting role of new energy power generation and the bottom-line guarantee role of thermal power. Actively carry out cross-provincial and cross-regional power dispatch through methods such as long-term power contracts, spot markets, and emergency dispatch. Optimize demand-side management, adhere to the principle of prioritizing demand response, assisting energy saving and emission reduction, and ensuring orderly power use, and comprehensively use time-of-use electricity prices, demand response subsidies, virtual power plant AI dispatch, and other methods to ensure the safe and stable operation of the power grid and orderly power supply.
Currently, China's new energy technologies, energy-saving and emission-reduction technologies, and pollution control technologies have gradually reached the international advanced level. On this basis, the proposal to build zero-carbon parks marks that China's green transformation process is moving from single-point innovation to systematic innovation and standard innovation. The significance of this work lies in: accelerating the green transformation of energy. By comprehensively adopting green electricity direct connection and direct supply, demand-side management, scientific configuration of energy storage and other regulatory resources, and the use of clean and low-carbon thermal energy resources, new paths are explored to improve the absorption ratio of new energy.
Jiang Yi also said that since the beginning of this year, the national peak electricity load has hit a record high four times in a row, reaching a maximum of 1.508 billion kilowatts, an increase of 57 million kilowatts compared to last year's peak, equivalent to the electricity load of Fujian Province.

01  Shanghai Municipal Commission of Development and Reform issued the "Notice on the Implementation of Market-Oriented Reform of New Energy On-Grid Electricity Prices in Shanghai"
On August 5, the Shanghai Municipal Commission of Development and Reform issued the "Notice on the Implementation of Market-Oriented Reform of New Energy On-Grid Electricity Prices in Shanghai." According to the policy interpretation, it is proposed that for existing projects with full-capacity grid connection before June 1, 2025 (not included), the maximum amount included in the mechanism electricity will be 100% of the total annual electricity volume, and the total annual electricity volume will be determined in principle according to the average on-grid electricity volume of the project in the past three years; the mechanism electricity price is unified at 0.4155 yuan/kWh.
Electricity volume of existing projects: For existing projects with full-capacity grid connection before June 1, 2025 (not included), the electricity volume will be properly connected with the existing relevant policies with a guarantee nature. Encourage new energy projects to enhance their competitiveness through equipment upgrades and renovations, and actively participate in market competition.
The mechanism electricity price will be implemented according to the current price policy, not exceeding the benchmark price of coal-fired power generation in this city.
The implementation period will be determined according to the guarantee period of the current relevant policies.
Electricity volume of incremental projects: For incremental projects with full-capacity grid connection on or after June 1, 2025, the newly added electricity volume included in the mechanism each year will be determined based on the completion of the annual non-hydropower renewable energy power consumption responsibility quota assigned by the state to this city, as well as factors such as user affordability. If the quota is exceeded, the electricity volume included in the mechanism in the following year can be appropriately reduced; if the quota is not completed, the electricity volume included in the mechanism in the following year can be appropriately increased.
The mechanism electricity price will be formed through annual bidding organized by the municipal price-regulating department for projects that have been put into operation and will be put into operation within the next 12 months, and have not been included in the mechanism electricity price implementation scope, and will be organized by technology type for projects with large cost differences.
In the initial stage, various photovoltaic, wind power, and biomass power generation projects in this city will be subject to unified bidding in principle. During the bidding, the selected projects will be determined according to the bids from low to high, and the mechanism electricity price will be determined in principle according to the highest bid of the selected projects, not exceeding the bidding upper limit.
The implementation period will be determined according to the average period for recovering the initial investment of similar projects, and the start time will be determined according to the production time declared by the project. For projects that have been put into operation when selected, it will be determined according to the selection time.
Upper and lower limits of bidding for incremental projects. The bidding upper limit will be determined by the municipal price-regulating department considering reasonable cost-benefit, green value, power market supply and demand situation, user affordability, etc. In the initial stage, the bidding lower limit can be set considering the results of the cost survey of new energy projects, the EPC market quotations of new energy, and avoiding disorderly competition.

For competitive offshore photovoltaic projects that have been approved before June 1, 2025, the mechanism electricity price will be the benchmark price of coal-fired power generation, and the mechanism electricity price for deep-sea projects and high-cost photovoltaic projects will be separately clarified.

0 Henan Energy Supervision Office issued the "Detailed Rules for the Transaction of Henan Power Auxiliary Service Market"

On August 1, the Henan Energy Supervision Office issued the "Detailed Rules for the Transaction of Henan Power Auxiliary Service Market." The document mentions that in the initial stage of the market, the actual adjustment rate of independent energy storage shall not exceed 50 MW/minute. The declared frequency regulation capacity range of independent energy storage is 10%~15% of the rated capacity. The sellers of peak regulation auxiliary service transactions are tentatively set as coal-fired units and new energy storage. The real-time peak regulation transaction adopts a "step-by-step" quotation method and price mechanism, adopts a load rate segmented quotation, and when the load rate is less than 30%, the quotation range is between 300 yuan/MWh and 377.9 yuan/MWh.

The calculation cycle of the compensation fee for new energy storage peak regulation auxiliary service is 15 minutes, and the compensated electricity volume is the stored electricity volume participating in grid peak regulation within its calculation cycle. In the initial stage of the market, according to the "pre-day quotation, real-time clearing" trading mechanism, the compensation price will be fairly cleared according to the first-tier peak regulation auxiliary service transaction settlement price of coal-fired units in our province, and the energy storage peak regulation compensation fee = compensated electricity volume × compensation price.

The energy storage projects that are built can be transformed into independent energy storage projects to participate in the power peak regulation auxiliary service market by means of technical transformation to meet the same technical conditions and safety standards as independent energy storage projects. The new energy storage involved in wind, light, water, fire, and storage multi-energy complementary integrated projects will not be transformed into independent energy storage in principle, and will not participate in the power peak regulation auxiliary service market for the time being.

When the load response rate is less than 50%, the response in this time period is invalid and will not be compensated; when the load response rate is between 50% and 130%, compensation will be made according to the actual peak regulation contribution multiplied by the clearing price; when the load response rate is higher than 130%, the part exceeding 130% will not be compensated.

On July 29, the Shandong Supervision Office of the National Energy Administration issued a notice on soliciting opinions on the "Draft Shandong Power Market Rules (Trial)". The new "Draft Shandong Power Market Rules (Trial)" has 21 chapters, namely: General Provisions, Market Participants, Market Structure and Prices, Long-term Market Operation, Spot Market Operation, Day-ahead Market Transaction Organization, Reliable Unit Combination and Generation Plan, Intraday Market Transaction Organization, Real-time Market Transaction Organization, Auxiliary Service Market Operation, Retail Market Operation, Measurement, Market Settlement, Market Power Conduct Supervision, Information Disclosure, Risk Prevention and Control, Market Intervention, Power Market Technical Support System, Dispute Resolution, Legal Liability, and Supplementary Provisions.

Optimize the spot market operating mechanism. In the face of the high proportion of new energy access in the Shandong power grid (the installed capacity of new energy has exceeded that of coal-fired power generation) and the structural characteristics of "more light and less wind," in order to further adapt to the volatility and uncertainty of power balance, the intraday market will be opened regularly, with clearing at three time periods every day: 0:00 to 24:00, 8:00 to 24:00, and 15:00 to 24:00. Based on the latest new energy prediction, the output of flexible resources will be optimized to further leverage the market's role in optimizing resource allocation.
Strengthen the connection between the provincial market and the inter-provincial market, promote the construction of a multi-level unified power market, adjust the organization process of the provincial spot market, add a pre-clearing link to the provincial day-ahead market, connect the provincial new energy to inter-provincial power transmission, and support the construction of a multi-level national unified power market system.
Improve the market participation methods of operating entities. Clarify the market mechanism for massive distributed new energy. The installed capacity of distributed new energy in the Shandong power grid is 59.29 million kilowatts (accounting for 23.87% of the total installed capacity), ranking first in the country. The rules clearly state that distributed new energy can choose three ways to participate in the spot market: direct volume and price bidding, virtual power plant aggregation, or as a price taker. Before the conditions for time-of-use metering are available, the metering fitting rules for the 96-point curve are clarified to meet settlement requirements.
Further improve the classification and market participation methods of virtual power plants. Virtual power plants are divided into distributed generation, distributed energy storage, and load types according to the type of aggregated resources. Resources aggregated by the same aggregation unit should be at the same node (currently 220kV node).
Further clarify the connection mechanism between energy storage participation in the frequency regulation market and the energy market, expand the application scenarios of independent energy storage, promote its time-sharing reuse, and improve its utilization efficiency.
Add clauses describing the registration, trading organization, and settlement of new operating entities such as electric vehicle charging facilities and smart microgrids.
Comprehensively considering the grid accident backup needs, pumped storage will participate in the spot market according to the power plant's reserved accident backup water level and according to the full-capacity volume and price bidding of units.

04  The Zhuhai Development and Reform Bureau of Guangdong Province publicly solicited opinions on the "Zhuhai Electrochemical Energy Storage Safety Supervision Measures"

On July 29, the Zhuhai Development and Reform Bureau of Guangdong Province publicly solicited opinions on the "Zhuhai Electrochemical Energy Storage Safety Supervision Measures." The Measures apply to the operation and supervision and management of electrochemical energy storage with a rated power of not less than 100 kilowatts or energy of not less than 100 kilowatt-hours constructed (including new construction, reconstruction, and expansion) within the administrative area. According to statistics, the newly installed capacity of electrochemical energy storage in Zhuhai in 2025 is expected to exceed 235 MWh, exceeding the historical total.

Lithium-ion battery energy storage units should not be located underground, semi-underground, in high-rise buildings, commercial complexes, or densely populated areas.

Incoming inspections should be entrusted to institutions with professional testing and inspection qualifications for energy storage. Sample selection for inspections should meet the batch and product consistency sampling requirements, and the inspection results should meet the safety performance technical requirements of national (industry) standards.

Electrochemical energy storage owners (project legal persons) and maintenance units should organize drills on electrolyte leakage disposal, battery thermal runaway, and fire accidents once every six months, conduct timely summary assessments, and revise emergency plans in a timely manner based on the actual situation.

Newly built, rebuilt, and expanded electrochemical energy storage within this city shall not use cascaded used power batteries, except for those with safety assessment reports issued by relevant qualified institutions.

Previously, Zhuhai lacked specific safety management policies for electrochemical energy storage. This measure is the first to be formulated. Compared with previous scattered relevant regulations, this measure comprehensively integrates the safety management requirements of the entire life cycle of electrochemical energy storage power stations, forming a systematic and complete management system, filling the gap in the safety management of electrochemical energy storage power stations in Zhuhai, and making clearer and more specific provisions in terms of planning and site selection, project filing, design and construction, and grid connection operation.
