On July 7, the National Development and Reform Commission Office, etc., issued a notice on promoting the scientific planning and construction of high-power charging facilities. The notice points out that high-power transformation should be implemented first for charging facilities with utilization rates exceeding 40% during major holidays. By the end of 2027, it is striving to have more than 100,000 high-power charging facilities nationwide, with improved service quality and iterative upgrades in technology application.
Promote the integrated development of high-power charging facilities and power grids. Encourage the creation of intelligent and orderly high-power charging stations, establish an efficient interaction mechanism between high-power charging stations and distribution networks, and build photovoltaic power generation and energy storage facilities as appropriate. Explore methods for optimizing the determination of power access capacity for intelligent and orderly high-power charging stations, reasonably utilize the low-valley capacity margin of distribution facilities, and improve the distribution network's ability to access high-power charging stations.
Support charging operation enterprises in participating in electricity market transactions and demand response by accessing new load management systems, and promote the high-level consumption of clean energy by electric vehicles through price signals.
Encourage granting charging stations a lease term of more than 10 years to guide enterprises to operate stably for the long term. Power grid enterprises should strengthen the power supply guarantee for high-power charging facilities, focusing on solving the power capacity of highway service areas, reducing power introduction costs, and shortening the power expansion cycle.
Encourage research on subsidy incentive mechanisms for the construction and operation of high-power charging facilities, and support qualified high-power charging facility projects through local government special bonds, etc.

Recently, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Energy Administration jointly issued the "Notice on the Launch of Zero-Carbon Park Construction," opening up the application for national-level zero-carbon parks. The number of parks recommended by each region shall not exceed two, and the list of recommended parks and construction plans shall be submitted to the National Development and Reform Commission before August 22. The National Development and Reform Commission, together with relevant parties, will review the construction plans of the parks recommended by the localities, taking into account factors such as industrial representation, comprehensive demonstration, and carbon emission reduction potential, to determine the list of the first batch of national-level zero-carbon park construction.
The Notice clarifies the key tasks of zero-carbon park construction. In terms of energy structure transformation, it emphasizes: strengthening the development and utilization of renewable energy in and around the park, supporting the matching and connection of the park with non-fossil energy power generation resources nearby, scientifically configuring energy storage and other regulatory resources, developing green electricity direct supply models such as green electricity direct connection and on-site access of new energy to incremental distribution networks as appropriate, encouraging participation in green certificate and green electricity trading, and exploring hydrogen-electricity coupling development and utilization models. Promoting the active use of biomass energy, nuclear energy, solar thermal energy, geothermal energy, and industrial waste heat in the park to achieve clean and low-carbon heating systems. Exploring the use of hydrogen energy and biomass to replace fossil fuels and raw materials.
In addition, the Notice points out that support should be given to parks to strengthen reform and innovation. Support local governments, park enterprises, power generation enterprises, power grid enterprises, and comprehensive energy service providers to participate in the construction of zero-carbon parks, and explore paths and models for achieving a high proportion of renewable energy supply and consumption. Encourage qualified parks to participate in the electricity market in the form of virtual power plants (load aggregators), etc., to improve resource allocation efficiency and power system stability.
The basic conditions for participating in the application for national-level zero-carbon parks are as follows:
1. The main body of the national-level zero-carbon park construction is a provincial-level or above development zone. Provincial-level development zones should, in principle, be included in the latest "Announcement of the Examination and Approval of Chinese Development Zones". Depending on the situation, it can be expanded to newly constructed emerging industrial parks or high-tech parks approved by provincial-level or above people's governments or competent authorities in recent years.
2. The construction scope can be the entire park or a "park within a park." For applications in the form of a "park within a park," there must be clear boundaries, and construction and management shall be the responsibility of the park management institution or the local people's government.
3. It has a certain foundation in energy consumption and carbon emission statistics, accounting, measurement, and monitoring.
4. No major safety or environmental accidents or other adverse social impacts have occurred in the past 3 years.
After the construction period of the national-level zero-carbon park expires, the provincial development and reform commission will organize a self-assessment. For those that meet the requirements of the self-assessment, the National Development and Reform Commission will organize relevant departments and units to conduct an evaluation and acceptance. Parks that pass the evaluation and acceptance will officially become national-level zero-carbon parks.
The National Development and Reform Commission will coordinate the use of existing funding channels to support the construction of zero-carbon parks, encourage various regions to provide financial support for the construction of zero-carbon parks, and support qualified projects through local government special bonds, etc. Encourage policy banks to provide medium- and long-term credit support for qualified projects. Support qualified enterprises in issuing bonds for the construction of zero-carbon parks. Support parks in introducing external talent, technology, and professional institutions to serve enterprises in energy-saving and carbon-reduction transformation, carbon emission accounting and management, and product carbon footprint certification, etc. Explore the implementation of a "one-window" approval system for multi-energy complementary and multi-energy supply projects in zero-carbon parks. Strengthen the guarantee of energy-use factors, innovate energy-saving review and carbon emission evaluation models within zero-carbon parks, and explore the implementation of regional approval or project filing. Strengthen the guarantee of land and sea use factors for newly built parks, new energy power sources, and power supply facilities.

01 Hainan Provincial Development and Reform Commission issued the "Implementation Plan for Deepening the Market-Oriented Reform of New Energy On-Grid Electricity Prices in Hainan Province (Draft for Comments)"

From January 1, 2026, all on-grid electricity from new energy (all wind power and solar power generation, hereinafter the same) projects in the province will enter the electricity market, and the on-grid electricity price will be formed through market transactions. The way in which new energy projects participate in market transactions shall be implemented in accordance with the trading rules of the Southern Regional Power Market. Enterprises with distributed and decentralized new energy resources are encouraged to aggregate and participate in market transactions by submitting quantities and prices. Those who do not submit quantities or prices will be treated as price takers. Subsequently, based on the market construction situation, various power sources will be gradually opened up to participate in market transactions.
The price limits of the spot market will be appropriately relaxed. The upper limit of the reported and cleared prices in the spot market will be determined by considering the current comprehensive fuel cost and user affordability in the province; the lower limit of the reported and cleared prices will be determined by considering the green certificate income and financial subsidies that new energy can obtain outside the electricity market. These will be adjusted in due course according to the market operation situation. For new energy projects that accept market-formed prices, the settlement price will be determined according to the real-time market time-of-use price at the corresponding node.
Clarify the sharing method of ancillary service fees. When the spot market is not continuously operating, the ancillary service market fees shall be shared by the generation side (excluding distributed new energy); when the spot market is continuously operating, the ancillary service market fees shall be shared by industrial and commercial users' electricity consumption and on-grid electricity that does not participate in the Hainan Provincial Electricity Energy Market transaction. On-grid electricity from new energy participating in the provincial electricity energy market transaction will no longer share the fees. If the state introduces the latest policy on the sharing of ancillary service fees, it shall follow the provisions.

0 Zhejiang Provincial Energy Bureau issued the "Notice on Dynamic Adjustment of the Construction Plan for New Energy Storage Projects in 2025"

On July 9, the Zhejiang Provincial Energy Bureau issued the "Notice on Dynamic Adjustment of the 2025 New Energy Storage Project Construction Plan," conducting a mid-year dynamic adjustment of the 2025 new energy storage project construction plan.
The notice points out that each city should coordinate the regional power grid operation and new energy consumption, and study and submit adjustment suggestions for the regional new energy storage project list. Adjustments include project additions, reductions, and changes. The scope covers power-side, grid-side, and user-side energy storage projects.
I. Grid-side energy storage projects
The construction scale should generally be no less than 50,000 kW/100,000 kWh. Submissions should follow the principle of "total quantity control, one-for-one replacement," meaning that "the installed capacity added by each prefecture-level city cannot exceed the applied reduction in installed capacity." Projects included in the national-level scientific and technological research plan are not subject to this requirement.
II. Power-side energy storage projects
For projects jointly regulating frequency with thermal power units, the single unit power should generally be no less than 18,000 kW, and the comprehensive adjustment performance index Kpd value should be no less than 0.9; the construction scale and technical characteristics of new energy projects shall be determined by the owner based on actual needs.
III. User-side energy storage projects above 5MW
To further implement the reform spirit of "delegating power, streamlining administration, and improving services," the Provincial Energy Bureau will no longer manage the annual construction plan for user-side projects of 5MW and above. Subsequently, the annual construction scale of each prefecture-level city will be managed as needed. Prefecture-level energy authorities are authorized to strengthen the management of user-side energy storage projects in accordance with the "Zhejiang Provincial New Energy Storage Project Management Measures (Trial Implementation)", formulate user-side energy storage project construction plans, and copy them to this bureau.
Before the commencement of user-side energy storage projects, they must be filed with the local filing authority, and consult with the power grid company for opinions on the access plan. Before handling grid connection procedures, projects must be registered on the Zhejiang Electrochemical Energy Storage Management Platform, and data governance and transmission tests must be completed independently or through an aggregation platform. Operational data must be uploaded after actual grid connection.

03 Shanxi Provincial Development and Reform Commission issued a letter soliciting opinions and suggestions on the "Shanxi Provincial Implementation Plan for Deepening the Market-Oriented Reform of New Energy On-Grid Electricity Prices and Promoting the High-Quality Development of New Energy (Draft for Comments)"

Recently, the Shanxi Development and Reform Commission issued a letter soliciting opinions and suggestions on the "Shanxi Provincial Implementation Plan for Deepening the Market-Oriented Reform of New Energy On-Grid Electricity Prices and Promoting the High-Quality Development of New Energy (Draft for Comments)".
The document proposes that the on-grid electricity price and trading mechanism for new energy electricity participating in cross-provincial and cross-regional transactions shall be implemented in accordance with the cross-provincial and cross-regional power transmission price policy; new energy projects supporting the outbound transmission channel shall be implemented in accordance with relevant national regulations and are temporarily not included in the scope of implementation of the mechanism electricity price in our province.
From the perspective of mechanism electricity, the scale of mechanism electricity for existing projects is linked to the existing policies on the scale of electricity with a guaranteed nature. According to the specific project-determined mechanism electricity ratio (the ratio of mechanism electricity to on-grid electricity), new energy projects can independently determine the mechanism electricity ratio within the determined value each year, but it cannot exceed the previous year.
The scale of mechanism electricity for incremental projects is appropriately linked to the existing proportion of non-market-based new energy electricity, initially determined separately for wind power and photovoltaic power generation. The mechanism electricity for specific projects is determined through bidding.
The upper and lower limits of the bidding are determined by the Provincial Development and Reform Commission by comprehensively considering reasonable cost-benefit, green value, power market supply and demand situation, user affordability, and guiding orderly competition, and adjusted in a timely manner.
To ensure effective competition, the ratio of the total declared scale of mechanism electricity to the total determined scale should generally be no less than 1.2; otherwise, the determined scale of mechanism electricity will be reduced accordingly until the ratio requirement is met.
Mechanism electricity price. Existing projects are linked to existing price policies, and the mechanism electricity price level is determined at no more than the current benchmark price for coal-fired power generation (0.332 yuan/kWh).
The mechanism electricity price level for incremental projects is determined through bidding. Each year, projects that have been put into operation and are planned to be put into operation within the next 12 months, and have not been included in the mechanism implementation scope, are voluntarily invited to participate in the bidding. Initially, wind power and photovoltaic power generation are organized separately; if there is insufficient competition, they are organized together.
Implementation period. For existing projects, it is determined by the earlier of the year (down to the month) corresponding to the reasonably utilized hours of the remaining life cycle of the project and the year (down to the month) corresponding to the 20th anniversary of the project's commissioning.
For incremental projects, it is determined by comprehensively considering factors such as the average period for recovering the initial investment of similar projects, and adjusted in a timely manner if there are major policy changes or changes in industry costs.
In the connecting policy, for existing projects: The on-grid electricity from June 1, 2025 to December 31, 2025 will still be implemented according to the existing policy. For incremental projects: The on-grid electricity from June 1, 2025 to the period when the mechanism electricity price begins to be implemented will participate in the power market and the price will be formed by the market. Before participating in the market, it will accept the real-time market spot price. When participating in the bidding for the first time, it will voluntarily participate in the bidding as an incremental project that has been put into operation but has not been included in the mechanism implementation scope.

04 Shenzhen Pingshan District People's Government issued the "Several Measures of Shenzhen Pingshan District to Implement the "Double Carbon" Strategy and Further Promote the High-Quality Development of the New Energy Industry"

On July 4, the Shenzhen Pingshan District People's Government issued a notice on the issuance of the "Several Measures of Shenzhen Pingshan District to Implement the "Double Carbon" Strategy and Further Promote the High-Quality Development of the New Energy Industry." The document clarifies that it encourages the construction of a number of demonstration projects of next-generation new energy storage such as sodium-ion batteries, flow batteries, and flywheel energy storage, strengthening the ability to ensure power supply during peak hours and alleviate peak-valley differences in the power grid. For the above-mentioned types of new energy storage projects that have been connected to the grid and put into operation, support of 200 yuan/kWh will be provided based on the installed capacity, with a maximum of 1 million yuan for a single project.

Support the rapid growth of enterprises in key areas of Pingshan District's new energy layout, and cultivate new growth points for industrial development. For high-quality transformation projects in key areas of Pingshan District's new energy industry layout, such as new batteries and energy storage, charging facilities, photovoltaics, hydrogen energy, smart grids, and integrated energy services, after research and demonstration, support projects to obtain government funds and social fund equity financing.

Promote the "going out" of products and services in the new energy fields such as new batteries and energy storage, photovoltaics, etc., accelerate the layout of the overseas new energy industry, and expand the international influence of local brands. For export products that have obtained market access certification from Europe, Japan, South Korea, and North America, Support will be provided at no more than 10% of the market access certification fee, with a maximum annual subsidy of 1 million yuan for a single enterprise.
