This "Opinion" isthe first policy document at the national level specifically aimed at comprehensively strengthening the operational safety governance of the power system.(November 27)

Enhancing risk management capabilities on the generation side.Strengthen safety risk management of generator units under new operating conditions, deepen ultra-low emissions management of thermal power and safety management of "three modifications and interactions" units, focus on reinforcing safety risk management in new scenarios such as extended lifespan operations, emergency standby, deep peak shaving, frequent start-stop, rapid ramp-up, and blending of green low-carbon fuels, improve risk monitoring methods, refine maintenance and operation strategies, optimize unit scheduling and operation methods, and continuously reduce the level of forced outages. Strengthen the identification and management of hidden dangers in full plant outages, establish and improve mechanisms for identifying and preventing hidden dangers in coal supply, water supply, gas supply, and nuclear power cooling sources, to avoid non-electric factors causing plant-wide power outages.Strengthen network safety management for new energy and new types of energy storage grid-connected entities, by enhancing network safety performance, strengthening network parameter management, optimizing grid connection services, and reinforcing grid operation management, to improve the safety management level of dispatching agencies.

Ministry of Transport, National Development and Reform Commission: Formulate and improve transportation service guarantee measures for energy storage batteries, promote the construction of charging piles and battery swap stations.(November 18)

The document mentions measures related to the integrated development of the new energy industry and transportation logistics.

Promote the integrated development of transportation logistics and industry. Formulate and improve transportation service guarantee measures for new energy vehicle power batteries, energy storage batteries, and large-capacity photovoltaic batteries, improve the layout of new energy vehicle roll-on/roll-off terminals, and actively expand the transportation of new energy vehicles by container ships and multipurpose vessels. Accelerate the improvement of the transportation service guarantee system for bulk materials such as energy, ores, building materials, and grain, relying on major ports, important ports, and railway logistics centers, to build a number of bulk cargo mixing and unloading transfer bases.

Vigorously enhance the greening level of technical equipment. Promote the application of new energy medium and heavy-duty trucks according to local conditions, and layout the construction of dedicated battery swap stations. The People's Government of Jinnan District, Tianjin, issued the "Special Plan for Renewable Energy in Jinnan District, Tianjin (2024-2030)."

It mentionsthe layout of key projects for new energy storage, including two shared energy storage projects with a total scale of 2.96GWh.

Xiaozhan Shared Energy Storage Power Station: Project scale500MW/2GWh;

Baitangkou Shared Energy Storage Power Station: Project scale480MW/960MWh.

In addition, the layout of key projects for wind power development includes a total of 3 projects with 150MW, and 11 key projects for photovoltaic power generation with a total of 651MW.

It also mentionsplanning the configuration of new energy storage.Fully utilize the multiple functions of energy storage such as peak shaving, frequency regulation, and emergency backup, combined with the layout of regional power infrastructure and characteristics of power consumption, to carry out demand verification and project research for new energy storage, plan and layout configurations, and promote the application of energy storage in multiple scenarios on the power generation side, grid side, and user side. Focus on power users with high reliability and power quality requirements in key parks such as Shuanggang Industrial Zone, Shuangqiao River Industrial Park, Tianjin Haihe Industrial Zone, and Tianjin Xiaozhan Industrial Zone, and reasonably configure user-side energy storage according to system operation needs; fully utilize the capacity space of six substations above 220 kV in Jinnan District, and according to the principle of "grasping construction rhythm and maintaining moderate advance," closely connect with the energy storage needs of Tianjin's wind and photovoltaic projects, and actively promote the construction of energy storage projects in key areas such as Shuanggang Town, Gegu Town, and Balitai Town, to achieve coordinated and orderly development of clean energy, clean energy consumption, and energy storage.By 2030, the district plans to build 6 energy storage power stations.

Guangdong Provincial Energy Administration, National Energy AdministrationSouthern Regulatory Bureau issued a notice regarding matters related to electricity market transactions in 2025.(November 22th)

It mentions thatthe scale of the Guangdong electricity market in 2025 is approximately 650 billion kilowatt-hours,including the electricity volume directly participating in market transactions and the electricity volume purchased by grid enterprises on behalf of users.

Regarding annual transactions, in 2025, based on the current registration situation of user-side markets and considering grid-purchased users with an annual electricity consumption of 5 million kilowatt-hours or more directly participating in the market, the upper limit of the annual transaction scale on the generation side is set at 380 billion kilowatt-hours; if the number of new market electricity purchasing users exceeds expectations, the annual transaction scale will be appropriately increased. The organization of the 2025 annual transaction will be conducted at the end of 2024, where the proportion of historical electricity consumption of retail users from a single electricity sales company should not exceed 20% of the upper limit of the annual transaction scale.

In 2025,the market reference price is 0.463 yuan/kilowatt-hour,the upper limit of the average transaction price for annual transactions is temporarily set at 0.554 yuan/kilowatt-hour, and the lower limit is temporarily set at 0.372 yuan/kilowatt-hour.

Regarding spot market transactions, pilot transactions for bilateral reporting and quoting in the spot market will be carried out in due course. In the initial stage, wholesale users and eligible retail users (participating through qualified electricity sales companies) are allowed to voluntarily choose to report and quote to participate in the day-ahead electricity market clearing, while other market users will maintain the current method of reporting without quoting (as the basis for day-ahead electricity market settlement).

Independent energy storage participating in market transactions: According to the relevant plans and implementation details for new energy storage participating in market transactions, continue to promote independent energy storage pilot projects to participate in the electricity market andancillary services market,and conduct electricity fee settlement every 15 minutes as appropriate.

Shanghai launches 3.5GW offshore photovoltaic competitive allocation (November 20)

On November 20, the Shanghai Development and Reform Commission released the "Shanghai 2024 Annual 'Wind and Solar Co-location' Offshore Photovoltaic Project Competitive Allocation Work Plan", proposing to allocate competitive sites for 'Wind and Solar Co-location' offshore photovoltaic projects within the range of existing and under-construction offshore wind farms in Shanghai, with a total application scale limit of 3.5GW.

In the competitive allocation enterprise scoring table,enterprises are required to provide regular peak-shaving capacity for the Shanghai power grid,including peak-shaving gas turbines, public coal-fired units, pumped storage, new energy storage, etc. Those with peak-shaving capacity greater than or equal to 4 million kilowatts will receive 4 points, while those below 4 million kilowatts will score proportionally.

It is reported that recently, the "Shanghai 'Wind and Solar Co-location' Offshore Photovoltaic Development and Construction Plan" proposed to start the first round of competitive allocation for offshore photovoltaic projects in 2024, with a scale of no less than 1GW. Among them,it is required that the investment entities build new energy storage devices, with output not less than 20% of the offshorephotovoltaicinstalled capacity.(Rated charging and discharging duration of no less than 2 hours). New energy storage can be achieved through self-construction, joint construction, or capacity leasing, and must be completed and connected to the grid simultaneously with offshore photovoltaic.

The policy environment of the global energy storage industry

United StatesSeveral states have set energy storage procurement targets and provided funding support for technology research and demonstration. Michigan plans to achieve a 2.5GW energy storage installation target by 2030; New Mexico has set a target of reaching 1GW and 3.5GWh of energy storage installations by 2029; California supports long-duration energy storage plans for battery innovators with a grant of $30 million; New York has allocated $8.15 million to support long-duration energy storage and other yet-to-be-commercialized auxiliary technologies. In addition, the U.S. Department of Energy (DOE) has also invested $16 million in the manufacturing of solid-state batteries and flow batteries. These initiatives aim to promote the development and application of energy storage technology.

United KingdomThe government has invested £38 million to support the development of facilities for the UK's battery industrialization center, while investing £11 million for technological development in the battery value chain. In addition, the UK has proposed a "Long-Duration Power Storage: Investment Incentive Program" aimed at further promoting the advancement and industrialization of energy storage technology.
EuropeSeveral countries have increased financial support for energy storage projects: Germany provides subsidies for household solar storage connected to the grid, up to 13.4 euro cents/kWh; Greece has invested €400 million in photovoltaic and battery storage programs; Spain has allocated €160 million to support independent energy storage projects; Italy is supporting the construction and operation of centralized energy storage systems through a €17.7 billion national aid program.
South KoreaAt the national level, a development plan for energy storage has been formulated, with a strategic goal of increasing the total output value of the energy storage industry to $61.5 billion by 2036, accounting for 35% of the global market share;
Japancontinues to implement household energy storage subsidy policies, with subsidy amounts based on 1.5 times the fixed costs of energy storage devices, to promote the popularization and application of energy storage technology.
