01  The National Energy Administration Releases the "Implementation Rules for Issuance of Green Power Certificates for Renewable Energy (Trial)" (Draft for Comments)
On March 26, the National Energy Administration released the "Implementation Rules for Issuance of Green Power Certificates for Renewable Energy (Trial)" (Draft for Comments). It states that green certificates will not be issued for the electricity discharged from energy storage facilities of renewable energy power generation projects. Projects should separately measure the charging and discharging electricity of energy storage facilities. For projects currently without independent metering devices, green certificates will be issued based on the principle of deducting off-grid electricity from on-grid electricity.
For integrated projects including various power generation types and energy storage devices, such as source-grid-load-storage, wind-solar hydrogen production (ammonia/alcohol), and renewable energy replacement of coal-fired self-owned power plants, the project owner should commission the power grid enterprise or other legally designated metrology and verification institutions to separately meter the different renewable energy power generation facilities.

 

 0 The Central China Regulatory Bureau of the National Energy Administration Releases the "Operational Rules for the Hubei, Jiangxi, and Chongqing Power Frequency Regulation Ancillary Service Market"

On April 2, the Central China Regulatory Bureau of the National Energy Administration released the "Operational Rules for the Hubei, Jiangxi, and Chongqing Power Frequency Regulation Ancillary Service Market". New operating entities include energy storage enterprises, virtual power plants, and load aggregators. New energy power generation facilities with energy storage that are not independently controlled by dispatch can participate in the frequency regulation market as a frequency regulation unit in the form of wind-storage or solar-storage.
The comprehensive frequency regulation performance coefficient K of the frequency regulation unit participating in providing frequency regulation ancillary services should not be less than 0.6. If the frequency regulation unit fails to reach 0.6 for eight consecutive successful bidding periods on the same operating day due to its own reasons, it will not receive frequency regulation mileage compensation for that day.
The upper and lower limits of the frequency regulation mileage reported Price are tentatively set at 15 yuan/MW and 5 yuan/MW respectively. Frequency regulation units that have received capacity electricity charges but have not actively participated in market bidding will automatically participate in market bidding, with a default quotation of 5 yuan/MW.
Before the continuous operation of the power spot market, the generation-side operating entities (including the on-grid electricity of new energy storage) will fully share the cost, and the entities participating in the sharing among generation-side operating entities will remain consistent with the sharing entities in the Central China region's "two detailed rules".
The "Rules" clarify that the adjustment process of wind-storage, solar-storage, wind-solar renewable energy less than 10 seconds, new energy storage less than 3 seconds, and new operating entities such as virtual power plants and load aggregators less than 30 seconds is considered random fluctuation and will not be included in the adjustment process statistics, assessment, and compensation.

According to the operational parameter table of the frequency regulation ancillary service market, the total successful bid capacity ratio of new operating entities is 30% for Hubei, 30% for Jiangxi, and 30% for Chongqing.

 

0 The Northeast Regulatory Bureau of the National Energy Administration Releases the "Operational Rules for the Northeast Power Ancillary Service Market (Draft for Comments)"

On March 31, the Northeast Regulatory Bureau of the National Energy Administration released the "Operational Rules for the Northeast Power Ancillary Service Market (Draft for Comments)". The document clarifies that the upper limit of the real-time deep peak-shaving transaction Price for each province (region) is the on-grid Price of the local parity renewable energy project. Specifically, it is 0.3749 yuan/Wh for Liaoning, 0.3731 yuan/Wh for Jilin, 0.3740 yuan/Wh for Heilongjiang, and 0.3035 yuan/Wh for Eastern Mongolia.

 
Northeast power peak-shaving ancillary services are divided into basic obligation peak-shaving ancillary services and paid peak-shaving ancillary services. The operating entities of the power ancillary service market are grid-connected power plants in the Northeast region, including thermal power plants, wind farms, photovoltaic power stations, and nuclear power plants.

01  Anhui Development and Reform Commission Issues the "Notice on Further Improving the Policies for Peak-Valley Time-of-Use Electricity Prices for Industry and Commerce (Draft for Comments)" (April 1)
On April 1, the Anhui Development and Reform Commission issued the "Notice on Further Improving the Policies for Peak-Valley Time-of-Use Electricity Prices for Industry and Commerce (Draft for Comments)", adding a 2-3 hour midday off-peak period to the current Price policy, with corresponding adjustments to the flat-rate Price.
Spring and Autumn (February-June, October, November)
Peak hours (8h): 6:00-8:00, 16:00-22:00;
Flat hours (6h): 8:00-11:00, 14:00-16:00, 22:00-23:00;
Off-peak hours (10h): 11:00-14:00, 23:00-6:00 the next day;
Summer (July, August, September)
Peak hours (8h): 16:00-24:00;
Flat hours (7h): 0:00-2:00, 9:00-11:00, 13:00-16:00;

Off-peak hours (10h): 12:00-14:00, 23:00-6:00 the next day; Off-peak Price is 61.8% lower than the user's electricity purchase Price plus the transmission and distribution Price; Peak Price in summer and winter is increased by 84.3%, and peak Price in spring and autumn is increased by 74%. The profit and loss of peak-valley time-of-use Price is shared among all industrial and commercial users through system operating costs, and is published monthly and settled on a rolling basis.
A deep valley Price will be piloted for industrial electricity users with a power capacity of 315 kVA or more during holidays with 3 or more days each year (specific dates will be announced by the state). From 11:00 to 15:00 on these days, a deep valley Price period is set, and the deep valley Price is 20% lower than the off-peak Price.
A peak Price will be implemented for industrial electricity users with a power capacity of 315 kVA or more from 20:00 to 22:00 between July 15th and August 31st each year, and from 19:00 to 21:00 between December 15th and January 31st of the following year, with the peak Price being 20% higher than the peak Price.
Industrial and commercial users with a power capacity of 100 kVA or more will implement the peak-valley time-of-use Price policy, while industrial and commercial users with a power capacity of less than 100 kVA can choose to implement the peak-valley time-of-use Price policy on an annual voluntary basis.

 

0 Wuxi Municipal Government Office of Jiangsu Province Releases the "Wuxi Zero-Carbon Park Construction Three-Year Action Plan (2025-2027)" (March 27)

On March 27, the Wuxi Municipal Government Office of Jiangsu Province released the "Wuxi Zero-Carbon Park Construction Three-Year Action Plan (2025-2027)". It proposes that by 2025, 15 parks with a good foundation, strong willingness, and great potential will be selected to carry out zero-carbon park construction; 13 factories will carry out zero-carbon factory construction; 8 source-grid-load-storage integrated projects will be promoted; and 8 registered virtual power plants will be cultivated. By the end of 2027, the construction and acceptance of more than 10 zero-carbon park projects will be completed; more than 20 zero-carbon factories will be built; more than 10 source-grid-load-storage integrated projects will be built; and 20 registered virtual power plants will be cultivated.
Promote the application of new energy storage, encourage the configuration of new energy storage on the user side, and improve the ability to absorb new energy nearby. Promote the proportion of star-rated buildings in newly built residential buildings within the park to remain at 100%. Promote the integrated application of advanced green technologies such as "photovoltaic-storage-direct-flexible" and building information modeling.
Promote the construction of new energy storage facilities, accelerate the on-site use of distributed new energy, promote the transformation and upgrading of the distribution network, promote the combination of distributed power generation and electric vehicles (user energy storage) flexible charging and discharging, support the development and construction of distributed power sources and nearby access and absorption, build high-standard intelligent microgrids in the park, and improve the park's source-grid-load-storage coordination capabilities.
Relying on the State Grid Wuxi Power Supply Company, establish a Wuxi virtual power plant management center, improve the virtual power plant operation and management system, coordinate the construction of city-level and district-level virtual power plants and virtual power plants in specific scenarios such as public buildings, charging (swapping) facilities, and data centers, and gradually promote new energy storage, distributed photovoltaic, and distributed natural gas power generation projects, and connect industrial enterprises, public institutions, and commercial air conditioning adjustable load resources in the park to the virtual power plant.
Based on the performance evaluation results of the construction of zero-carbon parks and zero-carbon factories, and the completion of source-grid-load-storage integrated projects, the city will provide a reward of up to 5 million yuan in the form of "transferring subsidies," which can be enjoyed in conjunction with the characteristic industrial park subsidy policy.
