The document points out that, in accordance with the deployment of energy regulatory work in 2025, the National Energy Administration has decided to conduct comprehensive regulatory work in the power sector in Shanxi, Liaoning, Jiangsu, Jiangxi, Guizhou, and Qinghai provinces.

01   The National Energy Administration Issues a Notice on Comprehensive Supervision of the Power Sector in 2025
On April 10, the National Energy Administration issued a notice on comprehensive supervision of the power sector in 2025.
The document points out that, according to the energy supervision work deployment for 2025, the National Energy Administration has decided to carry out comprehensive supervision of the power sector in Shanxi, Liaoning, Jiangsu, Jiangxi, Guizhou, and Qinghai provinces.
The document indicates that the key supervision areas include: grid companies' investment and repurchase of grid connection projects; the process and time limit for access to the grid by power generation, energy storage, and other entities; the process and time limit for grid interconnection projects; the establishment and implementation of fair and open work systems; and the disclosure and reporting of information by grid companies, etc.

01   Jiangxi Provincial Development and Reform Commission Issues a Notice on Supporting the Healthy and Orderly Development of Independent Energy Storage
On April 16, the Jiangxi Provincial Development and Reform Commission issued a notice on supporting the healthy and orderly development of independent energy storage. The document proposes: referencing the relevant requirements of the "Trial Rules for Pilot Demonstration Projects of New Energy Storage (Trial)", carrying out provincial pilot demonstration projects for new energy storage in a timely manner; encouraging the unified layout of a batch of independent energy storage projects in areas with large-scale renewable energy gathering and difficulties in peak regulation; and establishing a provincial demonstration project list for independent energy storage.
Establish and improve Jiangxi Province's complete market system of "long-term power + spot + ancillary services," supporting independent energy storage to participate in the spot market and long-term power market, encouraging independent energy storage to sign market contracts on a time-of-use basis, and playing its role in peak shaving and peak power generation.
The number of charge and discharge cycles for independent energy storage per year should be no less than 350 in principle, fully exerting the regulatory role of the independent energy storage system, and ensuring reasonable returns for independent energy storage. The power dispatching institution may, when the power supply is tight or the safe operation of the power grid is needed, uniformly dispatch and operate independent energy storage power plants, and independent energy storage power plants will obtain compensation according to relevant regulations or market rules.

02   Jilin Provincial Energy Bureau Releases the "Jilin Provincial High-Quality Development Plan for New Energy Storage (2024-2030)"

On April 15, the Jilin Provincial Energy Bureau released the "Jilin Provincial High-Quality Development Plan for New Energy Storage (2024-2030)", which clearly states: By 2027, the scale of new energy storage will be no less than 1 million kilowatts, significantly improving the power system's regulation capacity, and the annual equivalent charge and discharge cycles of new energy storage reaching 300 times, providing solid support for the construction of a new power system. By 2030, the scale of new energy storage will be no less than 3 million kilowatts.
The document mentions: encouraging the exploration of sustainable business models for new energy storage through market-oriented methods, and improving the capacity leasing mechanism for new energy storage. Encouraging the use of the "capacity fee + electricity spot + electricity ancillary service revenue" model to guide new energy storage costs, and actively supporting various market entities to innovate new energy storage business models.
Encourage new energy storage to participate in the ancillary service market in various forms, such as independent power plants, energy storage aggregators, and virtual power plants. Improve ancillary service market mechanisms suitable for new energy storage in a way that suits local conditions, enrich ancillary service trading varieties, and research ancillary service models such as peak, peak regulation, frequency regulation, ramping, black start, and inertia support. Encourage the ancillary service market to follow the principle of "who provides, who benefits, who benefits, who bears," with costs shared reasonably by relevant power generation side grid-connected entities and power users.
Accelerate the improvement of access conditions, trading mechanisms, technical standards, and price formation mechanisms for new energy storage to participate in various power markets. After the national unified power market is fully completed in 2029, support new energy storage to participate in multi-level markets. Promote the establishment of capacity compensation standards and policies for grid-side independent energy storage power plants to improve the profitability of independent energy storage.
According to the system's multi-type adjustment needs, the scale of energy storage of various technical routes should be planned and arranged in a coordinated manner. Construct energy storage power plants such as compressed air and flow batteries with large single-unit project capacities to better play a role in supporting system regulation at key nodes; develop small-scale user-side distributed energy storage to effectively optimize electricity consumption patterns and tap user-side regulation potential; explore ultra-long-duration hydrogen storage and thermal storage technologies to reduce long-term continuous "wind curtailment and photovoltaic curtailment," achieving cross-seasonal energy storage and regulation; and promote the application of short-term high-frequency flywheel energy storage technology to achieve charge and discharge switching within milliseconds, effectively tracking changes in the power system frequency.
 
03   Zhejiang Energy Supervision Office Releases "Notice on Further Enhancing the Grid Safety Capabilities of New Energy and New Grid-Connected Entities in Zhejiang Province (Draft for Comments)"
On April 15, the Zhejiang Energy Supervision Office released the "Notice on Further Enhancing the Grid Safety Capabilities of New Energy and New Grid-Connected Entities in Zhejiang Province (Draft for Comments)". The document proposes that wind farms at 110kV and above, photovoltaic power generation at 10(6)kV and above, and electrochemical energy storage at 10(6)kV and above should have emergency control, primary frequency regulation, active power control, reactive power control, high-voltage ride-through, and low-voltage ride-through functions to meet the corresponding voltage adaptability and frequency adaptability requirements. Wind farms at 110kV and above, photovoltaic power generation at 35kV and above with an AC-side installed capacity of 10MW and above, and grid-side energy storage at 10(6)kV and above should have AGC and AVC functions. Electrochemical energy storage at 10kV and above voltage levels should also have inertia response functions.
Photovoltaic power generation systems connected to the grid at the 380/220V voltage level should be able to execute active power control and reactive power control instructions, have low-voltage ride-through and high-voltage ride-through functions, and meet the corresponding voltage adaptability and frequency adaptability requirements. New energy and new grid-connected entities organize and implement engineering project construction to ensure that the secondary systems such as relay protection, safety and stability control devices, and communication equipment meet the requirements. Concentrated new energy sources with remote collection (such as large bases) should have the ability to quickly adjust voltage and suppress wide-frequency oscillations.

04   Datong CPPCC in Shanxi Province Releases "Suggestions on Promoting the Development of New Energy Industry in Datong City"

On April 11, the Datong CPPCC in Shanxi Province issued "Suggestions on Promoting the Development of the New Energy Industry in Datong City", mentioning that the provincial policies on new energy storage in Shanxi Province are still not perfect. Currently, the "two-part tariff" policy for new energy storage power plants has not yet been introduced in the province, and there are problems such as long commercial operation time for energy storage power plants, projects that have been put into commercial operation have not yet participated in primary frequency regulation ancillary services, and relatively low returns from electricity spot trading. The enterprise income cannot be guaranteed, and the enthusiasm of some enterprises for construction has been affected.
Therefore, the document proposes to accelerate project construction and technological breakthroughs to comprehensively enhance new energy storage capabilities. Using smart energy and intelligent peak regulation methods, give full play to the advantages of "new energy + energy storage" in peak regulation, backup power, power quality management, and the construction of microgrid systems, improving the level of new energy storage and peak regulation. Accelerate the construction of energy storage infrastructure projects and promote the overall improvement of energy storage scale and technology.
Regarding the current single energy storage form and the imperfect provincial policies on new energy storage, it is suggested that the municipal and county-level development and reform commissions and other relevant departments actively coordinate with the provincial development and reform commission, the provincial energy supervision office and other departments to formulate and improve the "two-part tariff" policy for new energy storage projects and issue implementation details for primary frequency regulation and secondary frequency regulation auxiliary services, ensuring the rate of return on new energy storage projects, motivating the enthusiasm of new energy storage enterprises, and promoting the implementation and commencement of more types of new energy storage projects such as gravity energy storage, flywheel energy storage, and compressed air energy storage.

05   The Guangzhou Municipal Development and Reform Commission of Guangdong Province publicly solicits opinions on the "Guangzhou Municipal Management Measures for Supporting the Development of New Energy Storage Industry"

On April 10, the Guangzhou Municipal Development and Reform Commission of Guangdong Province publicly solicited opinions on the "Guangzhou Municipal Management Measures for Supporting the Development of New Energy Storage Industry." The document proposes to support the needs of key core technology research and development, key component research and development, industrialization promotion and application, and innovation resource integration for new energy storage. For those industrial innovation centers, engineering research centers, and enterprise technology centers approved for construction in Guangzhou and approved (recognized) by the National Development and Reform Commission, a one-time reward of 5 million yuan will be given; for those approved (recognized) by the Guangdong Provincial Development and Reform Commission, a one-time reward of 2 million yuan will be given.
Encourage enterprises and institutions to apply for national and provincial pilot demonstration projects for new energy storage. For projects included in the pilot demonstration projects of the National Development and Reform Commission or the National Energy Administration, each project will be given a reward of up to 10 million yuan; for projects included in the pilot demonstration projects of the Guangdong Provincial Development and Reform Commission or the Guangdong Provincial Energy Administration, each project will be given a reward of up to 5 million yuan. For projects jointly applied for and approved by multiple enterprises and institutions, the reward funds will be distributed according to their agreed-upon arrangements.

06   The Administrative Office of Xilingol League People's Government of Inner Mongolia on Issuing the "Guiding Opinions of Xilingol League on Promoting the Construction of Advantageous and Characteristic Industrial Clusters"

On April 9, the Administrative Office of Xilingol League People's Government of Inner Mongolia issued a notice on issuing the "Guiding Opinions of Xilingol League on Promoting the Construction of Advantageous and Characteristic Industrial Clusters" (hereinafter referred to as the "Opinions"). It points out that we should actively plan market-oriented projects such as green power supply for parks and integrated source-network-load-storage; combined with the policy basis of incremental power distribution networks, explore the planning of incremental power distribution network projects in Duolun County, Zhengxiangbai Banner and other areas.
Utilize the energy storage electricity price policy mechanism to build large-scale independent energy storage power stations in a timely manner, strengthen the flexible adjustment and power supply capacity of the power grid system; keep a close eye on the development direction of new energy storage, plan and deploy gravity energy storage, compressed air energy storage, hydrogen energy storage and other projects, explore independent new energy storage trading models, and promote the diversified development of the energy storage industry. By 2025, we strive to achieve an installed capacity of 2.9 million kilowatts and a total capacity of 6.4 million kilowatt-hours; by 2027, we strive to achieve approximately 4.7 million kilowatts and a total capacity of over 12 million kilowatt-hours; by 2030, we strive to achieve over 10 million kilowatts and a total capacity of over 25 million kilowatt-hours.
Seize the existing energy storage battery projects, further introduce chemical energy storage such as battery cells, positive and negative electrode materials, diaphragms, electrolytes, copper and aluminum foils, and structural parts, as well as gravity energy storage and compressed air energy storage equipment manufacturing projects, and cultivate a diversified energy storage equipment manufacturing industry; relying on low-altitude economic application scenarios, introduce leading enterprises with core competitiveness in the manufacturing of low-altitude small aircraft and drones and their parts production, and promote the scale, market-oriented, and commercial development of the low-altitude equipment industry.
Relying on resources, location and industrial foundation, adopting an integrated source-network-load-storage approach, continue to plan and introduce green electricity + ferroalloy industry projects, implement advanced ferroalloy projects such as high-carbon ferrochromium, ferrosilicon, and silicomanganese alloy, and appropriately deploy special ferroalloys such as low-carbon ferrochromium and low-carbon ferromanganese.
