Among the five types of integration projects of source, network, load and storage involved in the declaration, three types of projects have clearly defined the requirements for distribution and storage: centralized independent energy storage devices for industrial enterprises not less than 15% of the scale of new energy; The integration project of source, network, load and storage of production enterprises shall be equipped with new energy storage facilities according to the requirements of not less than 20% of the installed power of new energy and not less than 2 hours; in principle, the whole village development project shall be equipped with energy storage facilities according to not less than 50% of the installed power of new energy and not less than 2 hours in duration.
 
In addition, the pre-notice clearly puts forward the requirement that the industrial enterprise source-network-load-storage integration project and the incremental distribution network-type source-network-load-storage integration project are completely self-generated and shall not send electricity to the power grid: the industrial enterprise source-network-load-storage integration project requires and is equipped with anti-reverse flow devices, and shall not send electricity back to the large power grid; The incremental distribution network source-network-load-storage integration project requires a clear physical interface with the utility grid, ensure that no reverse power is sent to the utility grid. The power generated by the other three types of projects is given priority to self-use, and the remaining power can be connected to the Internet.
 
Obviously, the promotion of local new energy consumption is the key to the integration of the source network and storage project.
 
In addition, the pre-notice pointed out: industrial source network load storage integration project, roof photovoltaic can use the enterprise's own or surrounding fixed building roof and its ancillary facilities construction, decentralized wind power can use the enterprise's own or surrounding land construction. The owner of the integrated project can choose to develop and construct independently, or entrust a professional team to develop and construct in the form of contract energy management.
 
This provision is consistent with the draft for comments. Distributed photovoltaics and decentralized wind power can be built outside the red line of the enterprise plant, and third-party investment can be used to sell electricity to power companies. This move, is generally believed to be the industry in essence to achieve the "wall of electricity".
 
According to the principle of pilot first, if the surrounding resources are used to build new energy projects, each provincial municipality (including Jiyuan Demonstration Zone and Zhengzhou Airport Zone) selects 5 enterprises to carry out pilot construction. The construction of roof photovoltaic projects using the roof of its own fixed buildings and their ancillary facilities is not limited by the number of pilots.
