On May 14, the National Development and Reform Commission issued the Basic Rules for the Operation of the Electricity Market (Order No. 20 of the National Development and Reform Commission of the People's Republic of China), which will come into force on July 1, 2024, and the Basic Rules for the Operation of the Electricity Market issued on October 13, 2005 shall be abolished at the same time. For the first time, the document includes energy storage enterprises, virtual power plants, load aggregators, etc. into the scope of business entities, deletes transmission rights transactions, adds new capacity transactions, and forms three major transaction types with electric energy transactions and power auxiliary services transactions. At the same time, the new rules clarify the definition of capacity trading and point out the reform direction of market-oriented capacity trading.

On May 11, the Fujian Development and Reform Commission issued the "Fujian Province Power Load Management Implementation Rules", which pointed out: encourage the promotion of new energy storage, distributed power, electric vehicles, air-conditioning loads and other subjects to participate in demand response, and actively broaden the scope of demand response subjects. Support all kinds of power demand-side management service organizations to integrate and optimize demand-side resources such as adjustable load, distributed power supply, new energy storage, etc., participate in demand response, auxiliary services, electric energy transactions in the form of load aggregators or virtual power plants, and innovate electricity service models.
On May 15, the Inner Mongolia Industry and Information Technology Department issued the "Guiding Opinions on the Development of Lithium Industry in Inner Mongolia Autonomous Region" to clarify the development goals and key tasks of the lithium industry. The document proposes that by 2025, the region's lithium industry chain will be initially established, with a lithium concentrate production capacity of 50000 tons/year (equivalent to lithium carbonate), lithium iron phosphate cathode material of 520000 tons/year, and anode material of 1.764 million tons/year. 30000 tons/year, diaphragm 1.5 billion square meters/year, battery 29 gigawatt hours/year, and the output value of the lithium industry chain reached 70 billion yuan. By 2030, the output value of lithium industry chain will exceed 200 billion yuan.
On May 15, the Chongqing Municipal Commission of Commerce issued the "Promoting the Construction of Beautiful Chongqing and Promoting the Development of Green Commerce (2024-2030)". In terms of fully promoting green open investment, strengthen cooperation with Europe and the United States and other countries (regions), and strive to introduce a number of new energy and new energy storage, intelligent equipment and manufacturing, cutting-edge new materials, carbon monitoring and other green and low-carbon foreign investment projects; Build a green and low-carbon open park, and encourage park enterprises to apply new technologies such as production capacity, energy storage, energy control, energy use, and energy conservation to carry out green transformation of buildings and production facilities.
On May 16, the Hubei Provincial Energy Bureau issued the "Notice of the Provincial Energy Bureau on Announcing the Second Batch of New Energy Power Generation Projects in 2023". There are 16 new energy projects with a total capacity of 1.59 million kilowatts. According to the requirements of Hubei Energy New Energy [2023] No. 58 document on "competing energy storage capacity", new energy projects are configured according to 20%/2 hours (2.5 hours) of energy storage capacity, and it is expected that at least 318 MW/636 MW of supporting energy storage capacity will be required.
On May 15, the China Electric Power Enterprise Federation released the first quarter of 2024 electrochemical energy storage power plant industry statistics briefing. In the first quarter, a total of 65 electrochemical energy storage power stations were added to the 19 enterprise members of the National Power Safety Commission, with a total work of 2.94GW and a total energy of 6.40GWh. The overall utilization of electrochemical energy storage power station is better than that in 2023. The average daily operation hours are increased from 3.12h to 4.16h, the average utilization index is increased from 27% to 41%, and the average daily equivalent charge and discharge times are increased from 0.44 to 0.63.
On May 14, US time, the Office of the United States Trade Representative (USTR) released the fourth anniversary review report of the 301 investigation and issued a statement on China's 301 tariff actions. According to the tariff adjustment plan, the U.S. government has decided to impose tariffs on Chinese imports of lithium batteries, electric vehicles, photovoltaic modules, natural graphite, steel and aluminum materials, which will be implemented in phases over the next three years. Among them, the tariff on electric vehicles is as high as 100 percent, and the tariff rate on power batteries and power storage batteries is adjusted from the current 7.5 percent to 25 percent.
Recently, China Shenhua, Jiantou Energy, and China Datang Group Xiongan Energy Co., Ltd. recently jointly established Guoneng Hebei Dingxin Power Generation Co., Ltd., with a registered capital of 1.5 billion yuan, and the three companies hold 51% of the shares., 30%, 19%. The business scope covers energy storage technology services, wind power technology services, solar power technology services, power generation technology services, emerging energy technology research and development, artificial intelligence basic resources and technology platforms.
Recently, the commencement ceremony of the new 200MW/100.83MWh independent hybrid energy storage construction project in Wenshui County, Shanxi Province was held in Sangcun Industrial Park, Wenshui Economic Development Zone. This project is an independent frequency modulation power station, using flywheel energy storage technology lithium iron phosphate battery composition, capacity of 200MW, after the completion of the project is expected to become the country's first flywheel lithium battery hybrid energy storage independent power station, not only to meet the demand for frequency regulation, but also to meet the demand for peak regulation, to contribute to the safe and stable operation of the power grid.

This week, the energy storage market showed a positive development trend. Since May, the order volume of head electronics manufacturers has increased, showing market vitality. The government's promotion and financial support for photovoltaic and wind power projects has provided a strong impetus for the development of the energy storage market. In terms of raw materials, SMM battery-grade lithium carbonate fell slightly from last week, and most lithium salt plants were priced and wait-and-see sentiment remained. In addition, some downstream enterprises still have high inventories of lithium carbonate and still do not purchase in stock.
