The document proposes establishing a capacity market that provides reliable support for the development of regulating power sources, further refining the capacity pricing mechanisms for regulating resources such as coal-fired power, pumped storage hydro, and new energy storage technologies, and studying the provision of compensation for system’s reliable capacity based on unified standards. Regions meeting the conditions are encouraged to explore forming capacity prices through competitive bidding, thereby ensuring long-term sufficient system reliability through market-based approaches.

On January 30, the National Development and Reform Commission and the National Energy Administration issued the "Notice on Improving the Capacity Pricing Mechanism on the Generation Side." The document clearly states: a new, independent capacity pricing mechanism for grid-side novel energy storage systems will be established. For grid-side novel energy storage power stations that serve the safe operation of the power system and do not participate in distributed energy storage, local authorities may provide capacity-based pricing. The level of capacity pricing shall be based on the local coal-fired power capacity pricing standard and adjusted according to peak capacity at a certain ratio (the adjustment ratio is calculated by dividing the continuous discharge duration at full power by the longest annual net-load peak duration, with a maximum cap of 1). The specific capacity pricing level will also take into account factors such as the progress of electricity market development and the demand of the power system. Grid-side novel energy storage power stations will be managed under a roster system; detailed management requirements will be specified separately by the National Energy Administration based on analyses of the power supply-demand situation and measures to ensure supply security. The specific project roster will be formulated jointly by the provincial-level energy authorities and price authorities.

The document explicitly states: Strengthen cost-benefit analyses of industrial green microgrids, actively encourage social capital to participate in project construction, and continuously optimize investment structures and operational models. Actively explore diversified revenue channels such as ancillary services in the electricity market, green power trading, and electric energy trading, thereby shortening the investment payback period and preventing inefficient and redundant construction.

On December 31, 2025, the National Development and Reform Commission and the National Energy Administration issued Guiding Opinions on Promoting High-Quality Development of the Power Grid. The Opinions set forth specific targets: By 2030, a new-type power grid platform—featuring a robust backbone grid and distribution network as key foundations, complemented by intelligent microgrids—will be preliminarily established. The capacity for optimal allocation of grid resources will be significantly enhanced; the scale of “power transmission from west to east” will exceed 420 million kilowatts, with newly added inter-provincial power mutual assistance capacity reaching approximately 40 million kilowatts. The proportion of power generated from new energy sources will reach around 30%, and the capacity to accommodate distributed new energy will reach 900 million kilowatts, supporting over 40 million charging infrastructure units. By 2035, the development of the backbone grid, distribution network, and intelligent microgrids will be fully coordinated, and the safety governance mechanisms across all levels of the grid will be further refined. The level of intelligence and digitalization throughout the entire lifecycle of grid facilities will be markedly improved, effectively supporting the safe and stable operation of the new power system and the healthy development of various grid-connected entities, thereby contributing to the achievement of the country’s nationally determined contribution targets. The Opinions emphasize supporting the construction of distributed independent energy storage systems and grid-replacement energy storage systems, thereby enhancing the interaction between distribution networks and various emerging grid-connected power models. The Opinions also call for improving the intelligent control capabilities and operational compatibility of all elements within smart microgrids—namely, generation, grid, load, and storage—and gradually increasing the proportion of self-generated and self-consumed new energy. Furthermore, they encourage actively promoting the development of regulatory capabilities for new grid-connected entities such as distributed new energy and advanced energy storage systems, enabling synergistic optimization and dispatch of diverse and massive resources. The Opinions stress strengthening the personnel and support systems at city (prefecture) and county (distribution) dispatch levels. They also call for refining the regulatory rules governing transmission and distribution tariffs. To meet the needs of building a new power system, the Opinions suggest exploring two-part tariff structures or single-capacity tariffs for projects primarily focused on transmitting clean energy or providing grid connection services. For emerging business models such as local consumption of new energy, single-capacity tariffs will be implemented. Additionally, the Opinions propose studying and establishing a mechanism for settling permitted revenues of grid enterprises, perfecting methods for monitoring and auditing transmission and distribution costs, and solidifying the foundation for pricing.

On October 31, the National Energy Administration held its fourth-quarter press conference for 2025, during which it released updates on the nation’s energy situation in the first three quarters, the grid integration and operation of renewable energy sources, the development of electric vehicle charging infrastructure, and how market-oriented mechanisms helped successfully meet the summer peak demand and ensure a stable power supply. At the press conference, a senior official addressing concerns about "negative electricity prices" noted that brief instances of negative pricing can be viewed as a "traffic light" for the electricity market, encouraging power plants to adjust operations more deeply, prompting consumers to shift their usage to off-peak hours, and guiding investments in various new players such as energy storage systems. Additionally, when discussing this year’s investment trends in the energy sector, the National Energy Administration highlighted that nuclear power, power grids, advanced energy storage technologies, and coal-fired power generation have become key drivers boosting growth in major energy projects. A number of independent energy storage projects in Northwest China, Southern China, and North China are accelerating construction. In the first eight months of this year, Xinjiang, Guangdong, Yunnan, Shandong, and Inner Mongolia all reported year-on-year investment growth rates exceeding 100% for their respective new energy storage flagship projects.
